City Council meeting of August 16, 1999 <br />Page 2 <br />Bergman Companies for the City's 1999 crack sealing project at a cost of $5,940. Adoption of the <br />Consent Agenda accepted the recommendation of Chris Petree as presented. <br />FINDINGS OF FACT (EAGLE VIEW MEADOWS) <br />The Council considered revised Findings of Fact for preliminary plat approval of Eagle View Meadows. <br />The Council discussed "screening" the project from the Harley Johnson property, the requirement of a <br />landscape plan (Item 13k), clarification of percentage of open space, and definition of "walkways". <br />Stotlzman made motion, Haas seconded, to approve the Findings and Recommendations for the Eagle <br />View Meadows subdivision as amended. <br />VOTING AYE: Haas and Stoltzman <br />VOTING NAY: Petryk <br />Motion Carried. <br />STORMWATER UTILITY ORDINANCE (PUBLIC HEARING) <br />A public hearing was held to consider the adoption of a proposed ordinance creating a stormwater utility <br />fee system. Tom Jackson questioned how the proposed ordinance would affect his industrially -zoned <br />property. Frank Puleo questioned the need for another government "fee". There were no further oral or <br />written comments. The Council questioned what areas of the City would be included in the fee area, and <br />what collected fees would pay for. Because two Council members were absent: <br />Stoltzman made motion, Haas seconded, to table further discussion until the regular Council meeting of <br />September 7, 1999. <br />All aye. Motion Carried. <br />HARDWOOD CREEK TRAIL PAREING (JIM LUGER) <br />Mr. Jim Luger, Washington County Park Planner, was present to discuss the establishment of parking to <br />serve the Hardwood Creek Trail being constructed along the west side of TH61. Mr. Luger had <br />attended the Parks Commission meeting of August 11, 1999, and considered their recommendations. <br />Mr. Luger stated that the southern parking area would be closed for access/egress to CR8. The Park <br />Commission urged the shoulder between the northern parking area and the trail be blacktopped this year. <br />Mr. Luger stated he would inform the Washington County Board of Hugo's concerns. <br />Haas made motion, Stoltzman seconded, to that City enter into a Joint Powers Agreement with <br />Washington County for Hardwood Creek Trail parking area located within the City. <br />All aye. Motion Carried. <br />
