City Council meeting of February 17, 1998 <br />Page 3 <br />Leroux made motion, Arcand seconded, to recess tonight's public hearing until the City <br />Council meeting of March 2, 1998. <br />All aye. Motion Carried. <br />SPECIAL USE PERMIT (LOWELL) <br />At the City Council meeting of February 2, 1998, the Council tabled action on the SUP for <br />the Lowell property located 14069 Finale Avenue North. The City Attorney submitted an <br />amended SUP for Council consideration. The Council and Lee Bernet, Mr. Lowell's <br />attorney, discussed the SUP and made the following changes: <br />Item 2 (2nd paragraph): Date for plans submittal shall be changed to May 1, 1998. <br />Item 5: City Attorney will outline items allowed for exterior storage. <br />Item 6: City Attorney will include language that will allow the City Council to address <br />complaints regarding operation of the business on Sundays. <br />Leroux made motion, Arcand seconded, to approve the Special Use Permit for Charles <br />Lowell, 14069 Finale Avenue, to allow the use of an existing building to house an auto <br />repair/auto body business, and to allow exterior storage within a fenced yard, subject to <br />special conditions on file. <br />All aye. Motion Carried. <br />BOND REFINANCING <br />The Council considered a bond sale report from Ehlers and Associates, the City's bond <br />counsel, for the refinancing of $1,225,000 of the City's debt. This refinancing will save <br />the City $107,000 over the life of the bonds, or approximately $20,000/yr. These bonds <br />were originally let for street improvements, and as such, the savings for the bond issue <br />could accrue to the general fund, and potentially be used to finance the Fire Hall. <br />Leroux made motion, Goiffon seconded, to adopt RESOLUTION 19984, A <br />RESOLUTION PROVIDING FOR THE SALE OF $1,225,000 G.O. IMPROVEMENT <br />REFUNDING BONDS, SERIES 1998A. <br />VOTING AYE: Arcand, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />LAW ENFORCEMENT CONTRACT <br />On February 3, 1998, Mayor Miron, Councilman Goiffon, and the City Administrator, <br />Robert Museus, met with Sheriff Frank and his officers to discuss the City's Law <br />Enforcement Contract.
