City Council meeting of March 16, 1998 <br />Page 2 <br />AGREEMENT FOR ENGINEERING SERVICES FOR FENWAY AVE/BLVD <br />The Council reviewed a. copy of Amendment No. I of the Professional Services <br />Agreement, between the City of Hugo and OSM, for the Fenway Boulevard/Avenue <br />infrastructure improvements at a cost not to exceed $95,000. Resident Chuck Haas noted <br />that III.B. of the amendment should be changed to read Exhibit "B" rather than "A". <br />Barnes made motion, Goiffon seconded, to approve Amendment No. 1 (as amended) of <br />the Professional Services Agreement between the City of Hugo and OSM, at a cost not to <br />exceed $95,000. <br />All aye. Motion Carried. <br />PUBLIC HEARING (FALSE ALARM ORDINANCE) <br />A public hearing was held to consider adopting an ordinance regulating alarm systems <br />requiring the attention of public safety personnel, and establish a fee to be charged for <br />multiple responses to the same location. Resident Chuck Haas questioned whether the <br />ordinance addressed activation of alarms due to a power outage, and was told they are not <br />included in the false alarm tally. Captain Don McGlothlin of the Washington County <br />Sheriffs Department explained the different alarm systems and how they function. <br />Leroux made motion, Goiffon seconded, to adopt ORDINANCE 1998-319, AN <br />ORDINANCE FOR THE CITY OF HUGO ESTABLISHING CHAPTER 37 OF THE <br />CITY CODE AND AUTHORIZING FEES FOR CERTAIN FALSE ALARM <br />RESPONSES MADE BY THE CITY'S PUBLIC SAFETY PERSONNEL. <br />VOTING AYE: Arcand, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />Leroux made motion, Goiffon seconded, to adopt RESOLUTION 1998-8, A <br />RESOLUTION SETTING AND AUTHORIZING FEES FOR FALSE ALARM <br />RESPONSES PURSUANT TO CHAPTER 37. <br />VOTING AYE: Arcand, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />1998 REFUNDING BONDS <br />Rusty Fifield, Ehlers and Associates, provided the Council copies of the bids received for <br />the proposed 1998 refunding bonds. Mr. Fifield noted that the City's bond rating has <br />approved from BAA to A3, since it last had a bond rating performed in 1991. <br />Barnes made motion, Goiffon seconded, to adopt RESOLUTION 1998-9, A <br />RESOLUTION ACCEPTING PROPOSAL ON SALE OF $1,225,000 G.O. <br />
