City Council meeting of March 16, 1998 <br />Page 3 <br />IMPROVEMENT REFUNDING BONDS, SERIES 1998A, PROVIDING FOR THEIR <br />ISSUANCE, PLEDGING FOR THE SECURITY THEREOF SPECIAL <br />ASSESSMENTS, AND LEVYING A TAX FOR THE PAYMENT THEREOF. <br />VOTING AYE: Arcand, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />AMENDED LAW ENFORCEMENT CONTRACT <br />The Council considered an agreement, between the City of Hugo and the Washington <br />County Sheriffs Office, for law enforcement services in 1998. It reflects a reduction from <br />four contract officers to three. <br />Leroux made motion, Goiffon seconded, to approve the Agreement for Law Enforcement <br />Services, between Washington County and the City of Hugo, for three contract officers. <br />All aye. Motion Carried. <br />AMENDED AGREEMENT (WHITE BEAR LAKE COUNSELING CENTER) <br />The Council considered a letter from the White Bear Lake Counseling Center, requesting <br />that, in addition to the $3,000 the City has agreed to contribute to the Center, the City <br />provide $2,333 to cover the cost of care provided through March 31, 1998. <br />Goiffon made motion, Barnes seconded, to authorize payment of $2,333 to the WBL <br />Counseling Center to cover the cost of care provided through 03/31/98. <br />All aye. Motion Carried. <br />PURCHASE AGREEMENT (MOLITOR PROPERTY) <br />The Council considered the proposed Purchase Agreement, between the City of Hugo and <br />Mr. Roy Molitor, for the City's acquisition of approximately 47 acres located between <br />TH61 and Fenway Boulevard, at the purchase price $1,112,000. This property is located <br />in the Bald Eagle Industrial Park, and is intended to be sold for industrial development <br />once the public improvement revisions are made. This agreement has been modified from <br />the one approved by the City Council on November 17, 1997, to reflect Mr. Molitor <br />providing the City a drainage easement across the property, owned by Mr. Molitor, west <br />of Fenway Boulevard, and a change in the closing date from May 1, 1998 to June 1, 1998, <br />to allow time for financing. Council member Barnes requested that the City confirm the <br />survey of the property with another firm. <br />Leroux made motion, Goiffon seconded, that the City of Hugo enter into a Purchase <br />Agreement with Roy Molitor for the purchase of approximately 47 acres, at a purchase <br />price of $1,112,000. Deadline for completion of the sale shall be extended to 6/1/98. <br />All aye. Motion Carried. <br />
