City Council meeting of March 16, 1998 <br />Page 4 <br />JOINT POWERS AGREEMENT (FEDERAL HOME PROGRAM) <br />The Council considered a resolution approving a Joint Powers Agreement for the purpose <br />of applying for, and receiving, federal funding for housing programs to serve low income <br />people. This project is managed by the Washington County HRA on behalf of the City of <br />Hugo and other cities in the County. This funding goes to support housing rehabilitation <br />projects and tenant -based rental assistant throughout the County. <br />Miron made motion, Barnes seconded, to adopt RESOLUTION 1998-10, A <br />RESOLUTION AUTHORIZING THE EXECUTION OF A JOINT POWERS <br />CONSORTIUM AGREEMENT WITH THE COOPERATING COUNTIES OF <br />ANOKA, DAKOTA, RAMSEY, AND WASHINGTON. <br />VOTING AYE: Arcand, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />PARK DEDICATION FEE <br />The Council reviewed the Administrator's recommendation to increase the City's parkland <br />dedication fee from the current $500 per housing unit to $1,350 per housing unit. This <br />recommendation was prepared, at the Council's request, in response to the recent <br />adoption of the Master Park Plan for the community. The Administrator that the City <br />establish a Parks Advisory Commission to help implement the Park Plan. <br />Miron made motion, Leroux seconded, to schedule a public hearing for April 20, 1998, at <br />7:05PM to consider amending the Hugo City Code by increasing the City's parkland <br />dedication fee to $1,350 per housing unit. <br />All aye. Motion Carried. <br />CSAH 8 / 140TH STREET ALIGNMENT <br />The considered a letter from the City Engineer recommending that the City Council <br />consider aligning the proposed 140th Street from TH61 to Frenchman Road, instead of <br />from TH61 to Elmcrest Avenue. This would provide a more direct connection from CR8, <br />east of Forest Boulevard, to 35E. This issue has been raised due to a developer's interest <br />in platting a portion of the property requiring such a road alignment. After discussion of <br />the proposal, it was agreed that a joint meeting be held with Hugo's neighboring <br />communities. <br />Miron made motion, Goiffon seconded, directing City staff to put together a proposed <br />agenda for a tentative meeting with adjoining communities. <br />All aye. Motion Carried. <br />
