Motion Carried. <br />Mayor Miron reconvened the meeting of May 4, 1998 at 8:50PM. <br />PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron <br />City Administrator, Robert Museus <br />City Clerk, Mary Ann Creager <br />PUD (WAUGH PRESERVES) <br />Mr. Scott Montgomery, 4190 Highway 61, and Edward and Grace Waugh, 14032 Flay <br />Avenue, requested a PUD for approximately 11 acres of property located in the N 1/2 of NW <br />1/4 of Section 29, generally located in the southeast corner of CR8 and TH61, behind Nadeau's <br />Market. The applicants have requested to develop 62 townhomes on the site. This application <br />was considered by the PC at their meeting of April 22, 1998, at which time they recommended <br />approval of the PUD and preliminary plat subject to the Findings of Fact and <br />Recommendations. Paul Keleher, developer for the project, explained the project to the <br />Council, in particular the proposed road and future extensions, drainage plan for the property, <br />and effect of project on adjacent commercial businesses. The Council also requested that <br />additions made to the Findings for Oneka Lake View be included in Waugh Preserves. <br />Recommendation A.5 on page 3 should include a reference to the ordinary high ground water <br />elevation. <br />Miron made motion, Leroux seconded, to approve the preliminary plat for the PUD for Waugh <br />Preserves subject to the amended Findings of Fact and Recommendations. <br />All aye. Motion Carried. <br />Council member Barnes suggested that the City start thinking about a fencing policy for future <br />development when a land -use conflict exists. The Fire Chief stated his concern that future <br />developments would result in low water pressure for the City. <br />SITE PLAN APPROVAL (DOMINO'S PIZZA) <br />JD Group LLC, 5290 Villa Way, Edina, MN., requested site plan approval to operate a <br />Domino's Pizza store 14531 Forest Blvd., (old Post Office). The exterior changes to the site <br />are limited to the addition of windows to the front of the building, and a wall -mounted sign. <br />No other exterior improvements will be made to the building. Substantial alterations to the <br />interior of the building is subject to a building permit and licensing by the Mn Dept of Health. <br />There will be no dining in at this site. The applicant stated that there will be minimal carry -out. <br />Most sales will be made over the telephone and by delivery. <br />
