City Council meeting of May 4, 1998 Page 7 Leroux made motion, Barnes seconded, to recess this meeting at 11:00PM until May 5, 1998, at 8:30AM. All aye. Motion Carried. Mayor Miron reconvened the meeting of May 4, 1998 at 8:50PM. PRESENT: Arcand, Barnes, Goiffon, Leroux, Miron City Administrator, Robert Museus City Clerk, Mary Ann Creager PUD (WAUGH PRESERVES) Mr. Scott Montgomery, 4190 Highway 61, and Edward and Grace Waugh, 14032 Flay Avenue, requested a PUD for approximately 11 acres of property located in the N 1/2 of NW 1/4 of Section 29, generally located in the southeast corner of CR8 and TH61, behind Nadeau's Market. The applicants have requested to develop 62 townhomes on the site. This application was considered by the PC at their meeting of April 22, 1998, at which time they recommended approval of the PUD and preliminary plat subject to the Findings of Fact and Recommendations. Paul Keleher, developer for the project, explained the project to the Council, in particular the proposed road and future extensions, drainage plan for the property, and effect of project on adjacent commercial businesses. The Council also requested that additions made to the Findings for Oneka Lake View be included in Waugh Preserves. Recommendation A.5 on page 3 should include a reference to the ordinary high ground water elevation. Miron made motion, Leroux seconded, to approve the preliminary plat for the PUD for Waugh Preserves subject to the amended Findings of Fact and Recommendations. All aye. Motion Carried. Council member Barnes suggested that the City start thinking about a fencing policy for future development when a land -use conflict exists. The Fire Chief stated his concern that future developments would result in low water pressure for the City. SITE PLAN APPROVAL (DOMINO'S PIZZA) JD Group LLC, 5290 Villa Way, Edina, MN., requested site plan approval to operate a Domino's Pizza store 14531 Forest Blvd., (old Post Office). The exterior changes to the site are limited to the addition of windows to the front of the building, and a wall -mounted sign. No other exterior improvements will be made to the building. Substantial alterations to the interior of the building is subject to a building permit and licensing by the Mn Dept of Health. There will be no dining in at this site. The applicant stated that there will be minimal carry -out. Most sales will be made over the telephone and by delivery.
