City Council meeting of May 18, 1998 <br />Page 4 <br />Miron made motion, Barnes seconded, directing staff to contact individuals who served on <br />the Park Planning Committee to see if there is an interest in establishing a Parks Advisory <br />Committee. <br />All aye. Motion Carried. <br />ANTENNA LEASE <br />Mr. Scott Hoelscher, of U.S. West Wireless, appeared before the Council to discuss the <br />proposed lease between the City of Hugo and U.S. West, for the City's south water tower <br />as an antenna site for cellular telephone communications. There is a difference between <br />the City's staff position and U.S. West's for Item #5, Lease Termination Clause. Because <br />of the financial commitment, USW would like a 10 -year lease with the right to cancel <br />upon sixty days written notice. The City could not terminate the lease for any reason <br />other than a default. The City has virtually no commitment as the tower already "exists", <br />and the City would receive monthly compensation for use of the tower. <br />Miron made motion, Barnes seconded, directing staff to finalize negotiations for the <br />Antenna Lease and compare the City's agreement with other communities having similar <br />contracts. <br />All aye. Motion Carried. <br />TRANSPORTATION STUDY (SCOPE OF WORK) <br />Scott McBride, transportation engineer for OSM, appeared before the Council to discuss <br />the Scope of Services and estimated cost for completing a transportation study. The <br />transportation plan is required as part of the City's 1998 Comprehensive Plan <br />amendments, and study would be funded by the State Aid Street Maintenance account <br />($40,000), and, hopefully, Washington County would fund the study for CRS and TH61 <br />($13,000). <br />Miron made motion, Barnes seconded, to table this matter to allow staff time to <br />coordinate discussion of this matter with other governmental agencies. <br />All aye. Motion Carried. <br />PUBLIC RKPROVEMENT POLICY <br />At the City Council meeting of May 4, 1998, the Council considered a staff report and <br />policy recommendation for financing certain public improvements required for a <br />development that could have benefit adjacent property owners. After discussions with <br />other communities, the City Attorney felt that the City should be placing the financial <br />burden for oversizing and improvements on the developer rather than on itself. <br />
