City Council meeting of May 18, 1998 <br />Page 6 <br />BALD EAGLE INDUSTRIAL PARK DEVELOPMENT COVENANTS <br />The Council considered revised Covenants for the Industrial Park. Tom Jackson, owner <br />of industrially -zoned property adjacent to the City's property, addressed the Council <br />stating that the City had an unfair advantage for the sale of property. <br />Miron made motion, Leroux seconded, to table this matter to allow the Jackson family to <br />review the proposed covenants. <br />All aye. Motion Carried. <br />FENWAY AVENUE EASEMENTS <br />The Council considered a letter from the City Attorney regarding the acquisition of an <br />easement for the improvement of Fenway Avenue, north of 140th Street (Bueno <br />property), along with a resolution allowing for the condemnation procedure. The Council <br />has the option of either making a purchase offer for the easement or proceeding directly <br />with condemnation. <br />Miron made motion, Leroux seconded, to adopt RESOLUTION 1998-19, A <br />RESOLUTION AUTHORIZING THE CITY STAFF TO COMMENCE NECESSARY <br />PROCEEDINGS TO CONDEMN CERTAIN LAND WITHIN THE CITY FOR A <br />PUBLIC PURPOSE. <br />VOTING AYE: Arcand, Barnes, Goiffon, Leroux, Miron <br />Motion Carried. <br />VARIANCE STANDARDS <br />The City Council requested that the City Administrator provide background information <br />to the Board of Adjustments regarding the standards to be used in reviewing applications <br />for variances to the City's zoning ordinance. The Council will review and comment on the <br />draft standards, and inform the Administrator whether they agree or disagree with the <br />standards. <br />SEPTIC DROP STATION <br />The Metropolitan Council Environmental Services requested the City's assistance in <br />finding a location to locate a septic drop site closed to the Forest Lake interceptor to <br />replace the existing facility in White Bear Township. As the Township is now totally <br />served by municipal sewer, they no longer have a need for the drop site. A large number <br />of septic systems exist in the City of Hugo now, as well as in the future. Given the City's <br />platting of the Bald Eagle Industrial Park, Phase 2, a proposed design for the dump station <br />was prepared by MCES. This plan was provided to the Council for consideration and <br />approval. <br />
