City Council meeting of June 15, 1998 <br />Page 4 <br />Barnes quoted from a Club handout, stating that a muzzleloader's sound lasts longer, thereby more <br />annoying to residents. Mayor Miron felt that the use of muzzleloaders would intensify the use of the <br />Club. Goiffon thought the City should allow muzzleloaders on a trial basis, limiting them to a certain <br />numbers of days a year, to see if there is indeed a problem with their use. <br />Won made motion, Barnes seconded, to deny the request of the BESA for the use of muzzleloaders at <br />their site. <br />VOTING AYE: Arcand, Barnes, Miron <br />VOTING NAY: Goiffon <br />Motion Carried. <br />It was determined the request for the 200 -yard range would not intensify use of the property. <br />Miron made motion, Goiffon seconded, to reinstate Condition 13 of the Club's SUP to allow construction <br />and use of a 200 -yard range, subject to berming of the site for noise abatement. <br />All aye. Motion Carried. <br />SEWER AND WATER PETITION <br />Residents owning five properties on 129th Street, along the north end of Bald Eagle Lake, petitioned the <br />City for extension of sewer and water services to their property. The request is based on the proposed <br />construction of the lift station on Ethan Avenue to serve the Woods of Bald Eagle subdivision. If the City <br />Council wishes to entertain the petition, staff recommended preparation of a feasibility report for the <br />extension of municipal services to these properties. There was also discussion regarding road <br />improvements in conjunction with extension of utilities; additional easements would probably need to be <br />required. <br />Miron made motion, Barnes seconded, to accept the petition and direct staff to prepare a rough cost <br />estimate, meet with affected property owners, and make a report to the City Council. <br />All aye. Motion Carried. <br />Jim Kellison asked that the City contact the Sheriff's Department and ask that the enforce the existing NO <br />PARKING regulation on the north side of 129th Street, east of the bridge. <br />FIRE HALL CONTRACT <br />The Council considered a proposed contract between the City of Hugo and Loeffel-Engstrand <br />Corporation for construction of a new Fire Hall in the community. Brian Loeffel was present at the <br />meeting, to respond to a letter from a Hugo resident regarding his experience as a subcontractor with this <br />firm. <br />
