PUBLIC HEARING ON ADOPTION OF PARKS, RECREATION AND OPEN SPACE ORDINANCE The City Council considered adoption of a parks, recreation, and open space ordinance establishing a Parks, Recreation and Open Space Commission for the City of Hugo. Miron opened the public hearing at 8:31 PM. Kathy Marier stated the proposed ordinance requires meetings to be held monthly and she felt bimonthly meetings would be adequate. Dave Schumann asked if annual reports would be required, and was told annual reports to the City Council are required in the proposed ordinance. Miron closed the public hearing at 8:39PM. Miron made motion, Goiffon seconded, to adopt ORDINANCE 1998-325, AN ORDINANCE ESTABLISHING CHAPTER 221 OF THE HUGO CITY CODE, AND CREATING A PARKS AND RECREATION ADVISORY COMMISSION OF THE CITY OF HUGO, with a change requiring bimonthly meeting instead of monthly. VOTING AYE: Arcand, Barnes, Goiffon, Leroux, Miron Motion carried. PARK. RECREATION, AND OPEN SPACE COMMISSION APPOINTMENTS The Mayor and Council reviewed a list of candidates to serve on the Park, Recreation, and Open Space Commission. Leroux made motion, Goiffon seconded, to appoint Kathy Marier to a one-year term, David Strub and Robin LaCasse to a two-year term, and Nancy Chelmo and Pete Pedersen to a three-year term on the Park, Recreation, and Open Space Commission. Miron made motion, Leroux seconded, to amend the previous motion to list Mike Sherill, 12218 Fiona Ave, as an alternative if one of the previously -listed individuals decides not to serve on the Commission. VOTE ON AMENDED MOTION: All aye. Motion carried VOTE ON ORIGINAL MOTION: All aye. Motion carried. Miron made motion, Leroux seconded, to appoint Debra Barnes to fill the position of City Council representative on the commission on the Park, Recreation, and Open Space Commission All aye. Motion carried. Leroux made motion, Goiffon seconded, to appoint Kathy Marier as Chairperson, and Pete Pedersen as Vice Chairperson of the Commission. All aye. Motion carried.
