City Council meeting of July 20, 1998 <br />Page 5 <br />Miron made motion, Leroux seconded, to direct staff to send a letter of appointment, along with a copy <br />of the ordinance, the Master Park Plan if they do not already have one, the proposal submitted by <br />Sanders Wacker Bergley, Inc. for park planning services, and a list of other members serving on the <br />Commission to each of the newly -appointed members. <br />All aye. Motion carried. <br />NO PARKING RECOMMENDATION FOR A PORTION OF CSAH 7 <br />Washington County Public Works requested the City agree to the County prohibiting parking on <br />CSAH7, between Irish Avenue and Ivan Avenue, due to the restricted site distance and lack of <br />shoulders. <br />Leroux made motion, Barnes seconded, to establish No Parking between Irish Avenue and Ivan Avenue <br />on CSAH 7. <br />All aye. Motion carried <br />TRAFFIC SIGNAL RELIGHTING AGREEMENT <br />Under the recommendation from Washington County Public Works, the City considered entering into <br />an Agreement with NSP to replace the existing traffic signal lights at the intersection of 145th Street <br />and Forest Boulevard with LED lamps. This is expected to cost approximately $2,210 and save the City <br />approximately $590 per year in electrical costs. Under the Agreement, NSP will perform the work and <br />continue billing the City for the current amount of electricity used. The difference between the actual <br />cost and the contract cost of electricity will pay for the relamping of the traffic signal. Once NSP has <br />recouped all of its costs, the City's energy charge for the signal will drop to reflect actual usage. <br />Leroux made motion, Goiffon seconded, to approve the agreement with NSP to replace the existing <br />traffic lights. <br />All aye. Motion carried. <br />PARK SCHEDULING <br />Council considered a memorandum from the Deputy Clerk seeking guidance involving the scheduling of <br />events at the City Hall Park. There have been several double bookings between City Staff and Lions <br />members and among the Lion members themselves. Council recommended contacting Pete Pedersen, <br />President of the Lions Club, and ask that one Lion member be the contact person for the purpose of <br />scheduling the park, and both the City and Lions maintain a copy of the same schedule. <br />FIRE HALL INSPECTIONS <br />Council reviewed a letter prepared by the City Administrator regarding inspections to be performed <br />during construction of the new Fire Hall. Barnes proposed an inspection on trench backfill be added. <br />
