City Council meeting of September 21, 1998 <br />Page 3 <br />BALD EAGLE LAKE WINTER PATROL <br />Ramsey County Deputy,. Jon Laroque, addressed the Council relative to winter patrol of Bald Eagle <br />Lake. The City of Hugo shares in the cost of the patrol in the amount of $1,500, and Deputy <br />Laroque explained how the winter patrol on Bald Eagle operates, and the benefits he saw to continue <br />the special patrol. <br />FLAY AVENUE MITIGATION PROJECT <br />The City's Water Resource Engineer prepared a cost estimate for the construction for wetland <br />mitigation project on the property owned by the City by the Catholic cemetery. This project was <br />meant to mitigate the loss of certain wetlands due to the construction of the post office and Flay <br />Avenue. As the City has obtained wetland credits to mitigate the wetlands lost by other means, and <br />the high cost of the proposed project, staff recommended not to construct the Flay Avenue project at <br />this time. <br />Goiffon made motion, Leroux seconded, to table this matter indefinitely. <br />All aye. Motion Carried. <br />CREEKVIEW PRESERVE ROAD ACCESS <br />The Washington County Regional Rail Authority has not yet guaranteed a road easement for <br />connection of the Creekview Preserve subdivision to TH61. A draft easement, prepared by the <br />developer, was reviewed by the Council. The Rail Authority felt that if an easement was granted, that <br />it would not be temporary, but permanent. Attorney Galler felt that an easement could be drafted in <br />such a way to make it temporary. Because of the problems being experienced by the Creekview <br />project, Council member Barnes encouraged discussion of this issue with the Planning Commission. <br />Miron made motion, Leroux seconded, directing staff to formulate to Commissioner Dennis Hegberg <br />outlining the City's concerns with the road access matter. <br />All aye. Motion Carried. <br />DEVELOPMENT AGREEMENT (BEAVER PONDS) <br />The Council discussed a draft Development Agreement for the subdivision known as Beaver Ponds. <br />After discussion of grading for the area designated for a City park, Mr. John Peterson, developer of <br />the project, stated that he was not aware that the final grading plan had not yet been approved. <br />Administrator Museus stated that before a grade could be determined for the park, a park plan would <br />be necessary. <br />Barnes made motion, Miron seconded, that OSM landscape architect, Laurie, McRostie, review the <br />final grade plan for the City park to determine if grade is acceptable for future park plans. <br />All aye. Motion Carried. <br />
