City Council meeting of September 21, 1998 <br />Page 4 <br />The Council approved Mr. Peterson's request that interest earned by awarded him for his cash <br />deposits required for the project. <br />Miron made motion, Goiffon seconded, to approve the Development Agreement for the Beaver <br />Ponds Development, Phase 1. <br />All aye. Motion Carried. <br />FINAL PLAT APPROVAL BEAVER PONDS) <br />The Council considered the final plat and engineer's report for the Beaver Ponds subdivision. <br />Miron made motion, Barnes seconded, to accept the City Engineer's recommendation and approve <br />the final plat for the BEAVER PONDS SUBDIVISION, PHASE 1. <br />All aye. Motion Carried. <br />Because of the right -turn lane to enter the development, there was discussion about whether there <br />was adequate right of way to accommodate a bike path. <br />ONEKA LAKE VIEW FINAL PLAT <br />Ken Gust and Bruce Kerber were present questioning why final plat for Oneka Lake View was not on <br />the agenda. They stated that they had provided the final plans to the City's Engineer approximately <br />three weeks ago. Paul Hornby, the City Engineer's representative, stated that the City had met with <br />the developers on Friday, September 18th, and there were two issues yet to be resolved: provide the <br />City a 12' trail easement on the south side of the plat along Oneka Lake Boulevard, as well as the <br />City's Water Resource Engineer approving a report prepared by GME on the impact of the <br />development to ground water in the area. The developers requested the Council that they not be <br />required to pay the $1,350 per lot dedication fee, as when they started the process, the City's fee was <br />$500. The City Administrator stated that the City changed the fee prior to this plat receiving <br />preliminary plat approval. There was discussion regarding the appropriateness of requiring the <br />additional trail easement from the developer and its relationship to adjacent subdivisions. <br />COMMUNITY TRANSPORTATION PLAN <br />The City received notice from Minnesota Planning Agency that it has not received a grant to assist in <br />preparation in the City's proposed transportation study. Washington County has committed $10,000 <br />towards the project, but has not responded to the City's request of September 11, 1998, to increase <br />this amount. The proposed project cost for the transportation study, including the transportation <br />facilities plan, traffic modeling, identifying critical management areas, preparing corridor improvement <br />plans for TH61, CR8, and coordinating transportation planning with adjacent communities, is <br />$55,000. Due to the lack of adequate time to fully discuss this issue, the following motion was made: <br />Miron made motion, Leroux seconded, to table this matter until a later date. <br />All aye. Motion Carried. <br />
