City Council meeting of November 2, 1998 <br />Page 4 <br />SNOWMOBILE CLUB APPLICATION <br />The Council considered an application by the Hugo Snowmobile Club to operate a snowmobile trail <br />along TH61 from 120th Street to 180th Street. The Club has provided a hold -harmless agreement <br />and proof of liability insurance in the amount of $1,000,000, with the City as an additional -named <br />insured. The City Attorney, after ieview of the Club's insurance binder, stated that the insurance is <br />inadequate as it lists spectator liability only, and may not protect the City in case an actual user of the <br />trail was to sue the Club or the City. In addition, a specific hazard identification and marking plan <br />had not been provided. <br />Barnes made motion, Miron seconded, to approve the request of the Hugo Snowmobile Club to <br />operate a snowmobile trail along TH61 from 120th Street to 180th Street, subject to a revised <br />insurance binder to include general trail usage and a map of all trails in the City and their appropriate <br />markings. <br />All aye. Motion Carried. <br />DRIVEWAY CONTROVERSARY <br />The City Council received a letter from Greig Tennis, representing Martha Peltier, indicating concern <br />over the placement of a driveway at the Alan and Linda Marcu property. The City Administrator <br />informed the Council that the Building Official has resolved the issue, and issued a permit for <br />expansion of the existing driveway on the property. Adjacent neighboring residents indicated <br />concerns regarding setback requirements to the City's road right of way and other matters. <br />TRANSPORTATION PLAN <br />Mr. Scott McBride of OSM was present at the Council meeting to discuss alternatives for the <br />preparation of the required Transportation Management Plan for the City of Hugo. <br />Leroux made motion, Barnes seconded, to proceed with the Transportation Management Plan, to be <br />completed by OSM at a cost of $55,000.00. Washington County shall contribute $10,000 toward <br />the cost of the Plan. <br />Voting AYE: Barnes, Goiffon, Leroux, Miron <br />Voting NAY: Arcand <br />Motion Carried. <br />FENWAY AVENUE FEASIBILITY REPORT <br />The City Engineer presented his report of the feasibility of extending Fenway Avenue, from 142nd <br />Street to 145th Street. The Council took no formal action on the report; however, there was <br />discussion on some kind of landscaping the City could place between the back yards and the east side <br />of Fenway Avenue. <br />Miron made motion, Barnes seconded, to direct staff to prepare a landscape plan for the east of <br />Fenway Avenue, between 140th Street and 142nd Street. All aye. Motion Carried. <br />
