City Council meeting of August 4, 1997 <br />Page 3 <br />Walter Stoltzman, 8139 157th Street, stated that the project had a lot of merit, but the <br />City needed to look for outside sources of funding to help property owners, and inquired <br />about the possibility of using "in -City TIF" to help fund the project. Mr. Stoltzman <br />questioned whether it is possible to pay for the improvements through sewer hookup fees <br />rather than an area -wide assessment. <br />Steve Johnson, 15115 Francesca Avenue, felt the assessment was too high, and was <br />concerned that the City would need to take land in order to construct a cul-de-sac on Lot <br />3 of his property. He stated that he was not opposed to the project, but would like the <br />City to look at alternate financing. <br />Rick Burr, 7096 218th Street, Forest Lake, MR, asked if his property would have <br />improvements. He was told no, but that he would be included in an area -wide assessment <br />to pay for oversizing costs that would benefit his property in the future. <br />Mike Atkinson stated that the City should provide sewer to the dismantling yards located <br />near 165th Street rather than running pipes over open fields where no one would benefit. <br />Joe Marier, 5566 145th Street, stated that he would be liable for four (4) percent of the <br />assessment but unable to hook up to sewer or water because of other persons owning <br />property between his property and the property proposed to be improved. <br />City Attorney, Greg Galler, explained that the City would be premature Ln making a <br />decision on assessments tonight as the City has not received approval on their <br />Comprehensive Plan from Metro Council. <br />The public hearing was closed at 8:35PK and the meeting opened for Council discussion. <br />After discussion of issues raised at tonight's meeting, the following motion was made: <br />Miron made motion, Leroux seconded, to table action on this project until: <br />1. The City's Comp Plan has been approved by Met Council that will define the City's <br />MUSA. <br />2. The staff has had time to address issues raised at tonight's public hearing. <br />3. The City and property owners meet in an attempt to work out alternative funding <br />possibilities. <br />All aye. Motion Carried. <br />SITE PLAN APPROVAL MR. JOHNSON SUPPLY) <br />J.R. Johnson Supply, Inc., has applied for an amended site plan to remove one 14' x 96' <br />greenhouse and one 30' x 96' greenhouse. They will replace these with two 30' x 96' <br />
