City Council meeting of October 20, 1997 <br />Page 2 <br />CIGARETTE LICENSE fSWANNY'S) <br />Swanny of Hugo, Inc. 14559 Forest Blvd. N., requested a cigarette license as part of their <br />Off -Sale Liquor License. Adoption of the Consent Agenda approved the issuance of the <br />cigarette license. <br />CAPTAIN DON MCGLOTHLIN <br />Captain Don McGlothlin of the Washington County Sheriffs Department addressed the <br />Council informing them of a new program, Community Policing Effort, whereby he will be <br />the liaison between his office and the City of Hugo. Should the City have any concerns <br />with any aspect of the Sheriffs Department, Captain McGlothlin would be the individual <br />to contact. He also stated that he would be attending at least one Council meeting a <br />month. <br />LINDEN HOUSE BURN <br />The Council reviewed a letter from the Hugo Fire Department requesting the use of the <br />old Linden home for training activities, including ladder drills, rescue drills, holes drills, <br />etc. This training will culminate with a burn of the house in April of 1998. <br />Leroux made motion, Goiffon seconded, to approve the Fire Department's use of the <br />Linden property and the burning of the house in April, 1998, subject to the City's <br />Maintenance Supervisor insuring removal of all asbestos from the site and the <br />disconnection of the power and gas services prior to the live burn taking place. <br />All aye. Motion Carried. <br />AUTO DISMANTLING LICENSE (ARK) <br />Mr. Daniel Stewart, Automotive Recycling Kompany, 16813 Forest Blvd. North has <br />requested an automobile dismantling license for his business at the above address. <br />In addition, ARK has moved a number of mobile homes onto the site for <br />scrapping. The Special Use Permit issued for the site permits the recycling and junking of <br />automobiles only. The City has been informed by the Washington Sheriffs Department <br />that an individual is living in one of the trailers as "a night watchman". Watchman's <br />quarters is not a permitted, principal, accessory or conditional use in the Agriculture <br />district. <br />Miron made motion, Barnes seconded, to deny the request of Automotive Recycling <br />Kompany, 16813 Forest Boulevard for the following reasons: <br />
