City Council meeting of March 4, 1996 <br />Page <br />Plaisted. This is a redesigned plan based on a request previously denied <br />by the City Council. The Planning Commission conducted a public hearing <br />to consider the request on February 28, 1996, and recommended approval of <br />the plat. The Council asked that the following concerns be addressed <br />prior to preliminary plat approval: <br />1. The condition of 140th Street. To be inspected by the City Engineer. <br />2. Ditching and drainage along the north side of 140th Street. <br />3. Lack of any ditch on the south side of 140th Street. <br />4. Possible additional right-of-way acquisition by Washington County. <br />5. Review of drainage by Washington County ASCS. <br />6. Review of a Development Agreement. <br />Mr. Schreier agreed to sign an extension of time deadline, which would <br />allow an additional 60 days (May 26, 1996) for City review. <br />Miron made motion, Goiffon seconded, to table this matter to allow staff'(• <br />to respond to Council concerns regarding this subdivision. <br />All aye. Motion Carried. <br />I TE F"LAN APPROVAL�_I NTERSTATE LUMBER � <br />Interstate Lumber Company, 5517 145th Street, Hugo, MN., has applied for <br />site plan approval to remodel a 30' x 38' area of existing warehouse into <br />retail sales and administrative space, as well as add a 52' x 128' <br />addition to their existing millwork. shop. Their plans include removing an <br />existing structure attached to the millwork shop. The area is zoned as <br />part of the City's CES district. Hugo City Code, Chapter 320-4, Subd. K(2) <br />permits as accessory use, "Any incidental repair, processing, or storage <br />necessary to conduct a permitted principal use, but not exceeding 30 of <br />the floor space of the principal building." Retail sales is a permitted <br />use in the CES district, but warehousing is neither a permitted principal <br />use or special use in the district. The plans presented by Interstate <br />Lumber show their intention to have approximately 1,680 sq fit of retail <br />and office space, which would permit 504 sq ft of incidental processing <br />and warehousing. The existing millwork and warehouse building on the site <br />already exceeds the amount allowed. The expansion and remodeling of the <br />ret.ai.l space on the site would be permitted by ordinance. The additional <br />warehousing and millwork facilities would expand a lawful nonconforming <br />use and thus not permitted by City ordinance. Mike Mendlik, manager at <br />Interstate, stated that interstate'__• plan is to have merchandise (doors <br />and windows) read; for customer pickup. He also stated that they have <br />taken measures to protect themselves .in the event the railroad would <br />abandon service to them. <br />Leroux made motion, Barnes seconded, to table discussion of this matter <br />until the meeting of March 18, 1996 to allow staff to address the <br />following matters: 1) review of Interstate's sign location, 2) determine <br />which building dimension would work best at the site, =) review traffic <br />safety, and 4) review landscape plan. <br />All aye.
