Following the 30 -day appeal period for the assessments, and subject to <br />the appeals process not creating any insurmountable problems in the <br />project's financing, the Council direct the City Engineer to prepare <br />the plans and specifications for the project and request bids. <br />5. Given that the bids received do not exceed, and are substantially in <br />line with the Engineer's cost estimates, order the project. <br />6. Certify assessments to Washington County. If the proposed project is <br />not constructed for any reason, the assessments would not be made. <br />All aye. Motion Carried. <br />Barnes made motion, Leroux seconded, that the section of the project south <br />of Oakshore Park, consisting of the 12 homes along Ethan Avenue, be <br />removed from the project. <br />VOTING AYE: Barnes, Goiffon, Leroux, Miron <br />VOTING NAY: LaValle <br />Motion Carried. <br />AT hi I NSON MINING PERMIT <br />At the request of the Atkinsons' attorney, this matter was removed from <br />the agenda. <br />Miron made motion, Leroux seconded, to table discussion of an amendment to <br />the Rock Crushing Ordinance until the Atkinsons' have obtained a Mining <br />Permit. <br />All aye. Motion Carried. <br />ANTENNA SITE TESTING AGREEMENT <br />Sprint Telecommunications Venture has requested permission to conduct a <br />test on the City's north water tower to determine its potential as a <br />location for the installation of a telecommunications antenna. A copy of <br />the proposed agreement to allow such testing, as reviewed and amended by <br />the City Attorney, was submitted to the Council for consideration. <br />Miron made motion, Goiffon seconded} to approve the Antenna Site Testing <br />Agreement between Sprint Telecommunications and the City of Hugo, and <br />authorize the Mayor and Clerk to sign said Agreement. <br />All aye. Motion Carried. <br />PLANNING/ZONING ADMINISTRATOR CONTRACT <br />The Council considered a proposed contract between the City of Hugo and <br />Loucks and Associates for the firm's provision of a zoning administration <br />services to the community. This contract was reviewed by the Hugo <br />Planning Commission on March 27, 1996, and they recommended approval of <br />the contract. <br />
