Following the 30 -day appeal period for the assessments, and subject to the appeals process not creating any insurmountable problems in the project's financing, the Council direct the City Engineer to prepare the plans and specifications for the project and request bids. 5. Given that the bids received do not exceed, and are substantially in line with the Engineer's cost estimates, order the project. 6. Certify assessments to Washington County. If the proposed project is not constructed for any reason, the assessments would not be made. All aye. Motion Carried. Barnes made motion, Leroux seconded, that the section of the project south of Oakshore Park, consisting of the 12 homes along Ethan Avenue, be removed from the project. VOTING AYE: Barnes, Goiffon, Leroux, Miron VOTING NAY: LaValle Motion Carried. AT hi I NSON MINING PERMIT At the request of the Atkinsons' attorney, this matter was removed from the agenda. Miron made motion, Leroux seconded, to table discussion of an amendment to the Rock Crushing Ordinance until the Atkinsons' have obtained a Mining Permit. All aye. Motion Carried. ANTENNA SITE TESTING AGREEMENT Sprint Telecommunications Venture has requested permission to conduct a test on the City's north water tower to determine its potential as a location for the installation of a telecommunications antenna. A copy of the proposed agreement to allow such testing, as reviewed and amended by the City Attorney, was submitted to the Council for consideration. Miron made motion, Goiffon seconded} to approve the Antenna Site Testing Agreement between Sprint Telecommunications and the City of Hugo, and authorize the Mayor and Clerk to sign said Agreement. All aye. Motion Carried. PLANNING/ZONING ADMINISTRATOR CONTRACT The Council considered a proposed contract between the City of Hugo and Loucks and Associates for the firm's provision of a zoning administration services to the community. This contract was reviewed by the Hugo Planning Commission on March 27, 1996, and they recommended approval of the contract.
