City Council meeting of April 15, 1996 <br />Page <br />HOMESTEAD AVENUE POND WEIR <br />Mr. Pete Willenbring of WSB, the project engineer for the Homestead Avenue <br />pond project, was present to discuss reconstruction on the weir <br />controlling the water elevation of the Homestead Avenue pond. He stated <br />that he had a contractor that would perform the work on a times and <br />materials basis, at a cost not exceed $8.000. Construction would begin <br />after the DNR permit was signed, a contract is executed with the <br />contractor, and road limits were lifted. <br />Barnes made motion, Goiffon seconded, authorizing the construction of the <br />weir controlling the water elevation of the Homestead Avenue pond, and <br />request that the Finance Director transfer funds from the capital fund to <br />the general fund to cover cost of the construction. <br />All aye. Motion Carried. <br />1996 STREET MAINTENANCE PLAN <br />The Council was provided with the proposed 1996 maintenance plan as <br />prepared by the City's maintenance supervisor, Mike Kriz. Mr. Kriz.was <br />present at the meeting to discuss his recommendations. Mr. Kriz was <br />instructed to include the Howard Schletty road (Egg Lake Road) and Foxhill <br />Avenue, south of 180th Street, to his graveling list. <br />Miron made motion, Barnes seconded, to table this matter until the <br />workshop of April 22, 1996 to allow time for the Maintenance Supervisor to <br />make additions to his graveling list and allow the Finance Director time <br />to determine possible funding sources available to make payment for the <br />road improvements. <br />All aye. Motion Carried. <br />Mr. Kriz stated that the City's pulse water meters are obsolete and that <br />he will be proposing the purchase of computer read meters. <br />PARK. PLANNING <br />The Council considered a memorandum from the City Administrator indicating <br />his mistake in stating that a master park plan was budgeted for in 1996; <br />instead, it should have been stated that the park plan was considered a <br />high priority during the budgeting process, and that funding for the <br />project would come from the City's unallocated resources in the pari: <br />fund. The Council also reviewed a proposed Request for Proposals to <br />initiate a search for a consultant to assist in the project. <br />Miron made motion, Barnes seconded, that the City move forward with <br />park -planning process and designate funds from the park fund for cost of <br />the process and approve the RFP, as presented. <br />All aye. Motion Carried. <br />
