City Council meeting of July 15, 1996 <br />Page _ <br />t. The City Engineer make a recommendation regarding parking and fishing <br />from the road. <br />3. Install riprap, where required, and work with DNF for placement of <br />milfoil signs. <br />All aye. Motion Carried. <br />NO PARKING ZONE (C.R. BA) <br />The City of Hugo has received a copy of the driveway permit for Nadeau's <br />Market from Washington County. One of the conditions placed on the <br />driveway access to C.R. 8A is that the City must authorize the <br />establishment of a NO PARKING zone along C.R. 8A, north of this parcel. <br />Given the traffic at this intersection, and the location of driveways, <br />this is a logical requirement. <br />Barnes made motion, Leroux seconded, that the Council authorize the City <br />Engineer to work with Washington County to establish reasonable NO PARKING <br />zones along C.R. 8A, north of the proposed Nadeau's store. <br />All aye. Motion Carried. <br />ARCHITECTURAL SERVICES REVIEW COMMITTEE <br />At Council direction, staff distributed RFP's for architectural services, <br />develop plans and specs, and provide construction supervision services for <br />a new municipal fire station. In order to assist the Council in <br />short -listing the architectural firms to be considered, staff recommended <br />the establishment of an Architectural Services Review Committee to <br />consider the proposals and recommend three -to -five firms to be interviewed <br />the City Council. This Committee should make its recommendation to the <br />Council no later than August 9, 1996. <br />Lerou>; made motion, Barnes seconded, authorizing the Mayor to appoint the <br />Architectural Services Review Committee as follows: Jim LeroUX, City <br />Council; Joe McMahon and Jim Wisner, Fire Department: David Schumann, <br />Planning Commission (Chairman); and Tom Bena, citizen -at -large. <br />All aye. Motion Carried. <br />1996 ROAD MAINTENANCE CONTRACT <br />The Council consideration a Contract between the City of HUgo and <br />Washington County for street maintenance services. The City's Finance <br />Director estimated that this Contract will increase the City's street <br />maintenance costs by 10%, largely due to the increase in labor expense. <br />LeroUX made motion, Barnes seconded, to approve the 1996 Road Maintenance <br />Contract, subject to the following changes: <br />1. Language should be included in the Contract to state that the County <br />will provide the City a more detailed billing, on a monthly basis, for <br />street services. <br />
