BA) The City of Hugo has received a copy of the driveway permit for Nadeau's Market from Washington County. One of the conditions placed on the driveway access to C.R. 8A is that the City must authorize the establishment of a NO PARKING zone along C.R. 8A, north of this parcel. Given the traffic at this intersection, and the location of driveways, this is a logical requirement. Barnes made motion, Leroux seconded, that the Council authorize the City Engineer to work with Washington County to establish reasonable NO PARKING zones along C.R. 8A, north of the proposed Nadeau's store. All aye. Motion Carried. ARCHITECTURAL SERVICES REVIEW COMMITTEE At Council direction, staff distributed RFP's for architectural services, develop plans and specs, and provide construction supervision services for a new municipal fire station. In order to assist the Council in short -listing the architectural firms to be considered, staff recommended the establishment of an Architectural Services Review Committee to consider the proposals and recommend three -to -five firms to be interviewed the City Council. This Committee should make its recommendation to the Council no later than August 9, 1996. Lerou>; made motion, Barnes seconded, authorizing the Mayor to appoint the Architectural Services Review Committee as follows: Jim LeroUX, City Council; Joe McMahon and Jim Wisner, Fire Department: David Schumann, Planning Commission (Chairman); and Tom Bena, citizen -at -large. All aye. Motion Carried. 1996 ROAD MAINTENANCE CONTRACT The Council consideration a Contract between the City of HUgo and Washington County for street maintenance services. The City's Finance Director estimated that this Contract will increase the City's street maintenance costs by 10%, largely due to the increase in labor expense. LeroUX made motion, Barnes seconded, to approve the 1996 Road Maintenance Contract, subject to the following changes: 1. Language should be included in the Contract to state that the County will provide the City a more detailed billing, on a monthly basis, for street services.
