City Council meeting of July 1, 1996 <br />Page 2 <br />materials. The 7.2 acre property is zoned and guided industrial, and has <br />private sewer and water facilities. The "new storage" area is planned to <br />be built in conjunction with the previously approved 40' X 40' office and <br />20' X 40' concrete pad (site plan approved -6-95). The Planning <br />Commission considered the request on June 26, 1996, and recommended <br />approval of the request. Councilman Leroux stated that he was aware of a <br />complaint made to the City about Lessard-Nyren's drainage was negatively <br />affecting his property to the east. Before approving the site plan, <br />Leroux asked that the RCWD provide their written comments. <br />Barnes made motion, Goiffon seconded, requesting City staff inspect the <br />Lessard-Nyren drainage, and that the RCWD provide written comments <br />regarding their drainage system. <br />Barnes and Goiffon withdrew their motion. <br />Barnes made motion, Leroux, seconded, to approve the site plan request of <br />Lessard-Nyren to construct x 20' x 40' addition to their existing <br />office/shop building, subject to the following conditions: <br />1. The developer obtain necessary permits for all parking facilities. <br />2. Driveway access be obtained from MNDOT. <br />3. Written approval from the RCWD stating that the addition would comply <br />with conditions of their permit. <br />4. The City Engineer shall review drainage for the site. <br />All aye. Motion Carried. <br />ART WELANDER (GRANT TOWNSHIP) <br />Art Welander, supervisor in Grant Township, spoke to the Council regarding <br />Grant Township's petition for municipal incorporation. He presented to <br />the Council a resolution stating that the City of Hugo supports Grant <br />Township's effort to incorporate their Township. <br />Leroux made motion, Barnes seconded, to adopt RESOLUTION 1996-3, A <br />RESOLUTION RECOMMENDING APPROVAL OF THE PETITION OF GRANT TOWNSHIP TO <br />INCORPORATE. <br />VOTING AYE: Barnes, Goiffon, Leroux <br />Motion Carried. <br />MINING PERMIT (DEAN ATKINSON) <br />Based on Council direction of June 17, 1996, the City Attorney provided <br />the Council with a revised Mining Permit proposed for the Dean Atkinson <br />pit located on Irish Avenue. <br />Goiffon made motion, Leroux seconded, to accept the Mining Permit as <br />drafted and revised by the City Attorney. <br />Barnes made motion, Goiffon seconded, to amend the previous motion that <br />the Mining Permit include language that the applicant provide the City <br />with calculations biannually, along with the topographical map, indicating <br />the quantity of materials remaining on site. <br />
