City Council meeting of August 19, 1996 <br />Page 4 <br />ETHAN/EVERTON AVENUE DESIGN <br />Staff conducted an open house on July 25, 1996, to allow residents along <br />Ethan and Everton Avenues, on the east side of Bald Eagle Lake, to review <br />proposed plans for the reconstruction of those streets. Policy issues <br />have been raised regarding the City's standard residential street design, <br />with specific concerns for its width. It is fair to say that many <br />residents of the area prefer the roadway be designed to maintain the <br />existing appearance of the area, as well as slow and limited traffic <br />through the neighborhood. The Council directed that copies of the <br />Engineer's report on the workshop be provided to those who attended. <br />1996/97 ROAD MAINTENANCE AGREEMENT <br />On July 15, 1996, the City Council approved a contract between the City of <br />Hugo and Washington County for street maintenance services for the coming <br />year. This approval was conditioned upon language being included in the <br />contract to provide for monthly detailed billings by the County, as well <br />as specifying who may order work on behalf of the City. The contract has <br />been amended to specify that the City Administrator, City Engineer, and <br />Maintenance Supervisor may order work under the contract. Washington <br />County has stated that it is not possible for them to provide monthly <br />billings due to idiosyncrasies in their accounting system, which they are <br />trying to correct. Staff recommended the Council approve the contract as <br />amended, without the monthly billing stipulation. <br />LerOUX made motion, Miron seconded, to approve the 1996/97 Road <br />Maintenance Agreement between the City of Hugo and Washington County. <br />All Aye. Motion Carried. <br />FIVE-YEAR CIP PROGRAM <br />The Council reviewed the draft copies of the City's proposed Capital <br />Improvement Program and five-year Capital Improvement Plan. Both of these <br />items will be completed as part of the City's budgeting process. They <br />were provided to the Council to allow for Council discussion and <br />guidance. Discussion of capital improvement projects are to be held as <br />part of the City's budget priorities. <br />1997 BUDGET WORKSHOP <br />The Council reviewed the City Finance Director's schedule for development <br />of the 1997 City budget. Under Statute, the Council must determine its <br />proposed maximum tax levy for 1997, as well as establish a date for its <br />Truth in Taxation hearinq at its September 'rd meeting. Due to the timing <br />of tax capacity information being provided by Washington County, staff <br />recommended that the Council hold an initial budget workshop between <br />August 26th and August 30th. The Council set Wednesday, August 28, 1996, <br />at 9:00 AM, for the budget workshop. <br />
