City Council meeting of March 6, 1995 <br />Page 4 <br />VOTING AYE: Goiffon, LaValle <br />VOTING NAY: Leroux, Miron <br />Motion Failed. <br />It was noted that the City just recently received documents regarding this <br />matter that could not be reviewed prior to tonight's meeting. <br />Leroux made motion, Miron seconded, to table this matter based on receipt <br />of new documents to be reviewed. <br />All aye. Motion Carried. <br />MINNESOTA EMERGING COMMUNICATIONS ACT OF 1995 <br />The League of Minnesota Cities requested a resolution from the City <br />Council supporting Senate File 620, which would require: <br />I . Any new telecommunication service in the community be subject to <br />permit requirements for -the use of public property and rights-of-way <br />to deliver new communications services for profit. <br />2. Any new telecommunications service to compensate municipalities for <br />the right to use public rights-of-way to deliver new services for <br />profit. <br />3. Any new telecommunications service to reserve capacity on its network <br />for public and governmental use. <br />4. Prohibit telecommunications service from redlining service <br />territories. <br />In addition, the Minnesota Association of Community Telecommunications <br />Administrators (MACTA), a group representing cities in telecommunication <br />matters before the legislature, has requested that the City contribute <br />x.05 per capita to go towards lobbying, and administrative expenses, <br />regarding this bill, which would amount to $260.00 based on the City's <br />current population. Staff agreed with the findings of the proposed <br />resolution, and felt that such legislation would provide potential benefit <br />to the City. Staff recommended adoption of the proposed resolution and <br />contribution of $260.00 to MACTA to aid in the Bill's passage. <br />Miron made motion, LaValle seconded, to adopt RESOLUTION 1995-" A <br />RESOLUTION SUPPORTING PASSAGE OF THE "MINNESOTA EMERGING COMMUNICATIONS <br />SERVICES ACT OF 199541. <br />VOTING AYE: Goiffon, LaValle, Leroux, Miron <br />Motion Carried. <br />Leroux made motion, Goiffon seconded, that the City of Hugo contribute <br />$260.00 to aid in the passage of Senate File #620. <br />All aye.
