City Council meeting of April 3. 1995 <br />Page <br />addressed at length, with numerous issues being raised by the Council and <br />public in attendance. Attorney Galler, itemizing these issues, suggested <br />that the Council set a date for a workshop to address these concerns. <br />Leroux made motion. Barnes seconded, to table this matter until April 24, <br />1995. at 7:30 PM, to address concerns raised by the Council and public <br />regarding the development known as Woods of Bald Eagle. <br />All aye. Motion Carried. <br />HEARING (LIQUOR ORDINANCE VIOLATION) <br />A public hearing was scheduled for 7:05 PM to consider whether or not <br />R.J.'s Restaurant and Lounge. 13891 Forest Blvd., has violated Section 10, <br />SUbd. ', of HUgo City Code by selling alcoholic beverages to persons under <br />the age of 21. The City received a letter from Mr. Minich stating that he <br />would be out of town, and asked that this matter be moved to a later date. <br />Miron made motion, Leroux seconded, to table the public hearing until May <br />1, 1995. at 7:05 PM. <br />All aye. Motion Carried. <br />DANGEROUS DOG DECLARATION <br />In response to reports filed by the Washington County Sheriff's Dept., <br />and upon recommendation of the City Attorney, staff recommended that the <br />City Council declare a male, two-year old Rottweiler, owned by Frank J. <br />Arcand, 12878 Irish Avenue, a dangerous dog_ in accordance with Minnesota <br />Statues. Section 347.50. <br />LaValle made motion. Leroux seconded, that the City Council declare a <br />male, two-year old Rottweiler, owned by Frank. J. Arcand. 1 878 Irish <br />Avenue, a dangerous dog in accordance with Minnesota Statutes. Section <br />347.50. <br />All aye. Motion Carried. <br />APPOINTMENT OF ANIMAL CONTROL OFFICER <br />Staff recommended that the City Attorney, Greg Galler, be appointed an <br />animal control officer of the City in order to issue dangerous dog <br />citations under State Statute. Mr. Galler would work in cooperation with <br />the City's appointed animal control officer, Animal Control Services, Inc. <br />Leroux made motion, Barnes seconded, that the City Attorney be appointed <br />an animal control officer of the City for the purpose of dealing with <br />dangerous dog declarations. <br />All aye. Motion Carried. <br />DISCUSSION OF STORM WATER ISSUES <br />Peter Willenbring of OSM presented the Council with the Comprehensive <br />Stormwater Management Plan for the Clearwater Creek Watershed. <br />
