City Council meeting of June 5. 1995 <br />Page 2 <br />COUNTY ROAD 8A IMPROVEMENT HEARING <br />A public hearing was held to consider the construction of sewer and water <br />improvements along Egg Lake Road between T.H. 61 and Goodview Avenue, as . <br />well as the cost of driveway aprons being charged to the City as part of <br />the County's reconstruction of this road. The Finance Director provided a <br />financing plan for the project, as well as a preliminary assessment roll <br />for the improvements. The public hearing was called to order and the <br />following comments were addressed to the Council: increased speed because <br />of improved road, and large assessment with no benefit to land. The City <br />also received a letter from a former resident of Egg Lake Road, who signed <br />an agreement with the new owner stating that he would be liable for any <br />improvements within one year of the sale of the house. He believed the <br />improvement was a "dead issue" after another public hearing held in <br />August, 1994. <br />Goiffon made motion, Barnes seconded, to order the improvements to Egg <br />Lake Road, between Goodview Avenue and T.H. 61, for installation of sewer <br />and water, as well as driveway aprons. <br />All aye. Motion Carried. <br />ISLETON AVENUE EXTENSION HEARING <br />A public hearing was held to consider the request of Barr -Harley <br />Development Corporation to connect a road from their proposed Mann Lake <br />Estates development in Grant Township to Isleton Avenue in Hugo. Due to <br />the fact that the City Engineer also represents Grant Township, and <br />another attorney in the City Attorney's firm represents Grant Township, a <br />separate engineering review was requested from Short Elliot Hendrickson <br />and a separate legal opinion was requested from Jack Clinton, the City <br />Attorney for Cottage Grove. Bruce Malkerson, representing Cal Barr, was <br />present to answer Council questions. The public hearing was opened, and <br />the following resident comments were addressed to the Council: road not <br />designed to handle increased traffic; who would pay for any road <br />improvements; Grant Township should provide their own road to the <br />development; poor access for emergency vehicles, Janero Avenue should be <br />improved; railroad crossing at Irish Avenue should remain open. The <br />Council then reviewed the matter, with Councilman LaValle stating that, <br />should the connection take place, that the City enter into a Joint Powers <br />Agreement with Grant Township, as well as a Development Agreement with the <br />Developer. <br />Miron made motion, Goiffon seconded, <br />Grant Township and Barr -Harley in an <br />Agreement and Development Agreement. <br />All aye. Motion Carried. <br />SPECIAL USE PERMIT (HARLEY JOHNSON) <br />that the City Administrator work with <br />effort to formalize a Joint Powers <br />Mr. Harley Johnson, Jr., 14196 Fenway Avenue, has requested a SUP to <br />construct a 66' x 48' pole barn at the above address.
