The property owner shall be responsible for controling dust raised by <br />vehicles traveling_ to and from the business on Fenway Avenue. Control <br />measures that can be used include the application of water, calcium <br />chloride, or other measures approved by the City. Dust control shall <br />be used to limit dust to the public right-of-way. <br />All aye. Motion Carried. <br />VARIANCE (OL.SON ). <br />Mr. Ken Olson, 5577 180th Street, requested a variance to construct a pole <br />shed in front of the dwelling located at the above address. Mr. Olson has <br />indicated that this is the most practical spot to locate the storage shed <br />due to the low drainage area behind His home, the location of the septic <br />system, and his need to access the rear of his property along the east <br />side of the house. Mr. Olson's request was considered by the Board of <br />Adjustments and Appeals on .July 26, 1995, and was forwarded to the City <br />Council without recommendation. <br />Barnes made motion, Leroux seconded, that Mr. Olson submit a more detailed <br />drainage plan and site plan, and the request be forwarded to the Board of <br />Adjustments and Appeals for reconsideration. <br />All aye. Motion Carried. <br />E -:N I NEER MOVE:: <br />Mr. .Joel Dresel, the City's consulting engineer currently employed by L_1S!`i. <br />will be moving_ to the firm Short Elliot Hendrickson . Mr. Thomas Angus. <br />proposed as a possible replacement by OSM, was introduced at the meeting <br />to present his qualifications to the Council. <br />L.aValle made motion, Goiffon seconded, that the City of Hugo appoint Tom <br />Angus to serve as the City's consulting engineer effective upon Mr. Joel. <br />Dresel's end of employment by OSM. <br />A:l.l. aye. Motion Carried. <br />PROPOSED STORMWAT ER UTILITY(::iF;I_� I NAPJCE_ <br />The Council reviewed an ordinance establishing a storm water drainage <br />utility for the maintenance of the public drainage system in the City of <br />Hugo, and establishing a mechanism to fund such utility through fees <br />charged to all property owners in the City on a regular and ongoing <br />basis. Staff requested that the Council review the ordinance for comment <br />and establish a public hearing date of September 5, 1995 to consider its <br />adoption. <br />LaValle made motion, Miron seconded, to schedule a public hearing for <br />September 5, 19955 7:05 PM, to consider- adoption of a storm water utility <br />ordinance. <br />All aye. Motion Carried. <br />
