City Council meeting of August 7, 1995 <br />Page 4 <br />BROWN'S CREEK WATERSHED STUDY <br />The City received a request from BCWMO to contribute $2,400 toward a <br />hydraulic management study of Brown's Creek. On July 17, 1995, the City <br />Council agreed to contribute $200 towards such a study, but also requested <br />that the WMO study the flooding problems adjacent to Lake Plaisted and <br />School Section Lake as part of the study. Staff had concerns that the <br />revised study, as proposed by the WMO, be of sufficient scope to provide <br />information for the future management of the water levels on the <br />landlocked basins in the south eastern portion of the community. Peter <br />Leete, MNDNR. was present and explained trout protection program. <br />Barnes made motion, Leroux seconded, to allocate expenditure of $2,400 <br />toward a hydraulic management study of Brown's Creek on the condition that. <br />the BCWMO provide the City with some assurance that the study be of <br />sufficient scope to provide information for the future management of the <br />water levels of Lake Plaisted and School Section Lake. <br />All ave. Motion Carried. <br />GOOSE HUNTING PROPOSAL FOR BALD EAGLE <br />-he MNDNR received a complaint regarding the number of geese on the north <br />end of Bald Eagle Lake, and the resUltant grazing and fouling of <br />residential property along the shoreline. The DNR informed the City that <br />tl,e most practical method tc, control the goose population in this area <br />wc..,uld be through a special goose I-,unting season, which would occur from <br />September i-11, 1995. Staff telt that the introduction of the special <br />hunting season into this residential area would create concerns from <br />a.di acent property owners. <br />Ler•oU:•. made motion, LaVal le seconded.. that Ci t,/ staff contact the <br />cc,mpIainant And encourage residents to hunt the geese. <br />All aye. Motion Carried. <br />FIRE CHIEF' RECOMMENDATION FOR FIRE FIGHTER SUSPENSION <br />Jim Wisner, Chief of the Hugo, FD, has requested the City consider taking <br />disciplinary action against a fire fighter due to not meeting attendance <br />requirements during the first si.::: months of 1995, under Section 1209 of <br />the Department's SOF'. Fire fighter= are required to respond to at least <br />35 of the assigned station calls, participate in at least 60 of the <br />scheduled training sessions, and attend 60% of the work drills in any <br />six-month period. The Chief indicates that according to the official <br />records of the Department. the fire fighter has attended only four of 11 <br />scheduled drills and meetings in the second quarter of 1995, for an <br />attendance rate of 36%, and did riot meet the minimum requirements during <br />the first quarter. The Chief requested that the Council suspend the fire <br />fighter from the Department for a period of three months. Attorney Galler <br />stated that because this was a personnel matter, it should be considered <br />confidential, and discussed in a closed session of the City Council. <br />
