City Council meeting of September 18. 1995 <br />Page _ <br />WOODS OF BALD EAGLE EAW <br />Fete Willenbring was present at the meeting to provide his recommendation <br />as to whether an EIS should be required for the proposed development known <br />as Woods of Bald Eagle, based on his review of the responses received to <br />the Environmental Assessment Worksheet prepared for the project. <br />Leroux made motion, Barnes seconded, that an Environmental Impact <br />Statement is not necessary for the Woods of Bald Eagle, Phase 1. Phase 2 <br />will be considered at the time of submission. <br />All aye. Motion Carried. <br />HOMESTEAD AVENUE POND STUDY <br />Mr. Pete Willenbring presented OSM's cost estimate to serve the Homestead <br />Avenue pond area with a drain -tile system. There was discussion about <br />developing a tax levy district to bill property owners for any improvement <br />costs. <br />Leroux made motion, Goiffon seconded, directing staff to determine <br />residents affected by improvement, and their portion of the cost, and <br />schedule an informational meeting with the property owners to discuss the <br />project. <br />All aye. Motion Carried. <br />SPEED LIMIT REVIEW OF ELMCREST AVENUE <br />The City received a letter from a resident on Elmcrest Avenue requesting <br />review of the speed limits on this road between CSAH 8 and 129th Street. <br />Considering the proposed development of the area, and the number of curves <br />on this stretch of road, staff recommended that such a study be <br />undertaken. <br />Miron made motion, Leroux seconded, to adopt RESOLUTION 95-11, A <br />RESOLUTION REQUESTING MINNESOTA DEPARTMENT OF TRANSPORTATION REVIEW SPEED <br />LIMITS ON CERTAIN ROADS IN THE CITY OF HUGO. <br />VOTING AYE: Barnes, Goiffon. LaValle, Leroux, Miron <br />Motion Carried. <br />LaValle made motion, Barnes seconded, to appoint Jeremy Sandberg and Scott <br />Meridith to the Hugo Fire and Rescue Department, subject to the <br />twelve-month probationary period. <br />All aye. Motion Carried. <br />GRAVEL ROADS <br />Miron made motion, Goiffon seconded, directing City staff to obtain a <br />quote to apply 29,184 sq yds of gravel to City streets. <br />All aye. Motion Carried. <br />
