City Council meeting of December 4, 1995 <br />Page 4 <br />Fast practice of the City has been to appoint a committee of one Planning <br />Commission member, one City Council member, and the City Administrator to <br />interview candidates, and recommend to the Council individuals for <br />appointment to the PC. <br />Miron made motion, LaValle seconded, that the following be appointed to <br />serve on a committee to interview applicants for the Planning Commission <br />vacancy: Jim LeroUX, Teddy Peltier, and Robert MUseus. <br />All aye. Motion Carried. <br />PROPOSED TELECOMMUNICATIONS ORDINANCE <br />The Council considered an ordinance governing the construction, <br />installation, operation, repair, maintenance, removal, and relocation of <br />telecommunications equipment in the City. This ordinance was prepared by <br />the City Attorney based on a model recommended by the League of Minnesota <br />Cities. This ordinance would regulate cable and other telecommunication <br />companies activities within City rights-of-way. The ordinance provides <br />the City greater authority to ensure that construction sites are properly <br />restored. It was suggested that the ordinance cover all utilities, and <br />that the Citi Engineer offer his comments. <br />Miron made motion, Goiffon seconded, to schedule a public hearing for <br />February 1996, at 7:05 PM. to consider the proposed telecommunications <br />ordinance. <br />All aye. Motion Carried. <br />PERFORMANCE REVIEW <br />Staff requested guidance on the process preferred by the City Council for <br />conducting the annual performance review of the City Administrator. In <br />the past, the Council received worksheets that were tabulated by the City <br />Attorney's office, and scheduled a block of time to formally review and <br />comment upon the Administrator's job performance. The Attorney will <br />forward new worksheets, as well as the worksheets from the last review, to <br />the Council. <br />Leroux: made motion, LaValle seconded, that the performance review for the <br />City Administrator be conducted at the special Council meeting of December <br />27, 1995. <br />All aye. Motion Carried. <br />DECEMBER 7TH COUNCIL WORKSHOP <br />The City Council met on November 28, 1995, to review the proposed <br />Comprehensive Plan recently recommended by the Planning Commission. The <br />Council was not able to complete its review of the document at that time, <br />and discussed meeting again on December 7th, 1995. If the Council desires <br />to conduct such a meeting, then this evening's meeting should be recessed <br />until 9:.30 AM. December 7th, 1995. <br />
