Planning Commission Minutes — April 24, 2008 <br />Page 2 <br />Moore, Rosenquist, and Schumann stated that they had no issues with the building but would <br />like to see windows on the West side of structure. <br />Kleissler and McRoberts would like to see more French Architecture points added to the building <br />in return for the amount of flexibility they are requesting. <br />Schumann asked what kinds of French architecture could the applicants add to become more <br />compatible with the Victor Gardens Theme. <br />The Architect for the project said they were looking for more of a lodge image with French <br />architecture characteristics, but is willing to sit down with staff and work on other ideas. He <br />added that he had no difficulty with adding windows. <br />Rosenquist made a motion, McRoberts seconded to table the General Plan, and for Lake Area <br />Bank to work with staff on adding more French Architecture points to the building. <br />AYES: Rosenquist, Schumann, McRoberts, Kleissler <br />NAY: Weidt, Moore <br />Motion Carries. <br />Site Plan, Zoning Amendment, Variance, and Preliminary Plat for Frenchman Place <br />The Commission held a public hearing to consider the request for a Site Plan, Zoning <br />Amendment, Variance, and preliminary plat approval for Frenchman Place on the Northeast <br />corner of County Road 8 and Everton Ave N. <br />Planner Kendra Lindahl explained the request of the developer to rezone the property to R-5, <br />Medium Density Multifamily Residential. She stated that this would be consistent with both the <br />Zoning and Land Use plans. <br />The planner explained the developers request to approve the preliminary plat on Lot 1, Block 1, <br />and Lot 1 and 2, Block 2 to be completed in 4 phases, and Rosemary Way to be completed by the <br />4th Phase. Staff thinks that Rosemary Way must be completed before anything is built on phase <br />3 or 4. She also listed the improvements needed on Everton Ave N, south of Rosemary Way. <br />Staff believes Xcel Energy needs to approve the way that their easement is impacted before the <br />development is started. <br />The planner explained the developer's request to approve the Site Plan and Variance request to <br />impede 5ft into the l Oft landscape requirements. The site meets the requirements of the 5ft <br />parking setback, however not the l Oft Landscaping setback. She explained this was due to <br />Everton Ave road improvements, also pushing back the building runs into the wetlands and will <br />
