Planning Commission Minutes — April 14, 2005 <br />Page 2 of 5 <br />Chair Schumann opened the public hearing. <br />David Larrive, 6109 151St Street North, said he lived due east of the site and between his <br />backyard was a pond and berm. Mr. Larrive was concerned about the hours of operation, lighting <br />on the site, and the type of exterior storage. <br />The contractor on the project explained that the storage area would be screened by the fence and <br />there would be shrubs by the pond. For lights, there would be two light poles. Exterior storage <br />would consist of bobcats, trailers, and trucks. Operating hours would be from 7 am to <br />approximately 6 pm, Sunday through Saturday. He showed the Commission pictures that were <br />taken of existing neighboring properties, pointing out that they were using Class 5 rock and felt <br />the applicant should not be required to pave their parking. <br />Chair Schumann pointed out that the Zoning Code had changed and now required it to be done. <br />Mr. Nugent said he was unaware that they were not allowed to park their vehicles on the property <br />and someone was illegally dumping trash on the site. He said he felt that the requirement for 27 <br />trees was excessive and they were planning to stagger the trees in back. They would be storing <br />bobcats and seal coating equipment. The storage area would be screened with the existing fence <br />and Nugent said they could fill it in with lattice or vines. He also said they could put six <br />additional trees in back and another two in front. <br />The CCD suggested moving the pond to provide more of a separation between the exterior <br />storage area and the pond which would provide more room for landscaping and avoid the area <br />from becoming a place for storage. <br />Mr. Nugent explained he had done much upgrading from the original plan. He pointed out the <br />Industrial Park was there prior to the new development (Oneka Ponds). <br />Rosenquist inquired on the Sunday hours. <br />The CCD explained that the ordinance was vague regarding noise and there were no specific <br />standards in the Industrial District. <br />Nugent said they would not be working on site, just picking up equipment and leaving. Most of <br />their business involved commercial parking lots. <br />The contractor said it would not be a `walk-up' business, only employees would be there. <br />Nugent agreed he could put sidewalks in but felt it made no sense, and curb and gutters made no <br />sense. <br />Nugent's partner, Auger Reinhart, said he felt it was not likely that it would ever become a retail <br />area, and a fence around the exterior storage would prohibit them from working freely there. <br />With the fence, it would be hard to maneuver the vehicles. <br />
