Planning Commission Minutes — February 12, 2004 <br />Dan Jackson, 14846 Flay Road, said parking along the road during soccer games was <br />causing problems. He was also concerned about safety at the intersection of TH61 and <br />130th Street and questioned why the proposed development was not connected to 125th <br />Street to the south. <br />Developer Len Pratt explained that when parkland is dedicated in lieu of paying the <br />parkland dedication fee, there is nothing definitive in place for the use of the land. Pratt <br />suggested it could be used for additional parking. He acknowledged that park systems <br />come from long-range visions and encouraged the neighborhood to get involved with the <br />planning of the park. <br />Darin Carlson, 12808 Fondant Trail, had concerns about expanding the park because of <br />the additional cars and traffic. Carlson also felt there should be another outlet to help <br />with the traffic problems at 130th Street and TH61. <br />Commissioner Bailly said she was at the Parks Commission meeting the previous night <br />and there was discussion about the proposed parkland. Uses proposed for the park area <br />were construction of a parking lot or construction of a basketball area. <br />Alison Schram, 5713 128th Street, complimented Pratt on the proposed development but <br />agreed that there were issues with the parking along the road. Schramm said she felt a <br />parking lot was very important. <br />Gerald Hauble, 5460 125th Street, said he owned the land for the proposed development <br />and the land to the west, but not the land to the south, which would provide access to <br />125th Street. Hauble indicated that there were wetlands on the land to the west that would <br />make it difficult to put a road access there. <br />Pat Aden, 12852 Fondant, commented on the likely increase in traffic at the intersection <br />of TH61 and 130th Street with the development of Northern Pines and Fable Hills. <br />Jason Schmidt, 12843 Fondant Trail, asked why 130th and TH61 was not a controlled <br />intersection. <br />Commissioner Malaski pointed out that Hugo was one of many communities seeking stop <br />lights for busy intersections. Malaski agreed that there were issues that needed to be <br />resolved regarding the parking for the soccer fields and said she felt a meeting was <br />necessary between the Parks Commission, surrounding property owners, and the <br />developer to discuss the development of the parkland. <br />Chair Schumann recessed the public hearing. <br />Malaski made motion, Bailly seconded, to table this agenda item until their meeting <br />March 11, 2004. <br />All Ayes. Motion carried. <br />
