O'Reilly Auto Parts — Site Plan and Variances <br />edge, using a combination of materials, between the sidewalk and the parking lot as detailed in <br />the design guidelines. Staff added a condition in the site plan resolution to include trees in this <br />area. <br />Gateway Elements <br />The downtown design guidelines identifies key points that are primary entrances into downtown <br />and should be designed as "gateways". Highway 61 and 147th Street is identified as a key point. <br />While the downtown plan and design guidelines do not specify the gateway elements in each <br />location it states that "gateway elements could include openspace, unique landscaping, walls or <br />gates, water features, or City signage. Banners and flags could also be used for gateway elements. <br />The applicant is proposing landscaping and a bench located at the corner of Highway 61 and <br />147th Street. Although it is in staff's opinion that landscaping and a bench can create a gateway <br />element to meet the design guidelines, the proposed landscaping is not unique. The applicant has <br />not submitted details on the design of the bench. This area could also include landscape walls or <br />large landscape pots, that include annuals, which form around the bench. Staff would like the <br />Planning Commission to discuss whether landscaping and a bench is enough to create a gateway <br />or if other elements should also be considered. Staff would like to continue to work with the <br />applicant on the gateway elements. Staff added a condition to continue to work with the applicant <br />on the gateway elements and design. <br />Sidewalks and Trials <br />There is an existing five foot sidewalk along Highway 61 and small section of trail along 147'1' <br />Street. The applicant is proposing to remove the trail for installation of a sidewalk. Staff is <br />comfortable with the removal of the trail. <br />The downtown design guidelines promote a pedestrian friendly downtown area. The site plan <br />does create a pedestrian friendly atmosphere by connecting the sidewalk along Highway 61 to a <br />new proposed side walk on the south end of the property along 147' Street. The sidewalk then <br />heads north to connect to the sidewalk at the cast side of the building to the main entrance. The <br />sidewalk also connects the west side of the building to the doors. The sidewalk along 147' Street <br />is proposed within the right -of way. The applicant will be required to apply for a permit to work <br />within the right -of way. <br />The applicant has done a good job connecting sidewalks and making pedestrian access to the <br />building. <br />Lighting <br />The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent <br />property and roads not to exceed '/2 foot candle measured at the property line or 1 foot candle <br />measured at the street's centerline. <br />
