O'Reilly Auto Parts — Site Plan and Variances <br />The applicant is proposing pole mounted cut-off light fixtures within the parking lot area. The <br />applicant is proposing decorative wall lighting on all sides of the building. Staff is comfortable <br />with the proposed lighting. <br />Screening <br />Trash enclosures are required to be screened with material consistent with the exterior materials <br />of the building. Furthermore, the downtown design guidelines state that they should be integral to <br />the architecture of the building. The applicant is proposing the trash enclosure to be located on <br />the northeast area of the parking lot and it will be constructed of the same rock -face block <br />material as the building. The trash enclosure will fully screen the dumpsters for the auto parts <br />store and the gates will be constructed of treated wood. <br />Although the applicant is using the rock -faced block used on the building it is on a small portion <br />of the building and the majority of the building material for the building is brick. It is in staff's <br />opinion for the trash enclosure to be consistent with the architecture of the building, the brick <br />materials should also be included in the design. Staff added this as a condition in the resolution <br />for the site plan. <br />The applicant has provided a roof top mechanical unit and roof line plan that shows how the <br />equipment will be screened from view. Most of the parapet wall is extended 4 feet, or more, <br />above the roof line. Staff feels the parapet wall is of sufficient height to screen the roof top <br />mechanical equipment from public view. <br />Architecture and Building Materials <br />The downtown design guidelines encourage new buildings to be designed with elements of <br />traditional main street design, Hugo's French trading post roots, or "mid -western" prairie style <br />architecture. Traditional main street style buildings usually have flat roofs with well defined roof <br />lines. The French trading post architectural elements include steeper or mansard roofs, open <br />storefronts, and exterior plaster with stone and brick. Prairie style architecture has hipped roofs <br />with low spreading deep overhangs. All of these designs are presented with more detail in the <br />guidelines. <br />The applicant used traditional main street design elements for the architecture of the building. <br />The building is single story and has a flat, well defined roof line as seen in elements of traditional <br />main street design. The building uses a combination of rock -face block and two colors (crimson <br />and dove grey) of brick for a majority of the building material. The applicant has used interesting <br />layout of the brick along the cornice using a soldier course design to further define the roof line. <br />The applicant used a mix of brick colors to provide visual interest and a quality design. Staff <br />would like to see a stone sill between the rock -face block and brick to provide a transition <br />between the different materials. The applicant is proposing Exterior Insulation and Finish System <br />(E.I.F.S) in the areas of the building that will be used for the sign with a color to match the <br />crimson color brick. Flat metal awnings are proposed over all the windows along each side of the <br />building. <br />11 <br />
