O'Reilly Auto Parts — Site Plan and Variances <br />The applicant is proposing windows at the main entrance and spandrel glass for the "windows" <br />along all other elevations. The spandrel grass is proposed to have a black backing and cannot be <br />seen through. Staff added a condition for staff review and approval of the spandrel glass color. <br />The spandrel glass could include a light grey or smoked look so the business does not look closed <br />from the road. Staff requested additional "real" windows along the west side of the building. The <br />applicant stated that there will be product racking along the walls and did not want to show case <br />that through the windows. The applicant added the trellis's along the east side to fill the space <br />where windows were requested. The applicant has not provided the detail for the trellis. Staff <br />added a condition for staff's review and approval of the trellis detail. Depending on the details, <br />staff may request the trellis be removed from the elevation. <br />The downtown design guidelines encourage four-sided architecture, using the same quality <br />materials on all sides. It also states that all facades shall be articulated with a variety of materials, <br />details, and visual interest. Roof lines and cornices shall be completed in the three dimensional <br />manner. It's in staffs opinion that the applicant has done a good job of accomplishing these <br />items encouraged by the downtown design guidelines by having the materials, details, design <br />elements, and windows wrap around the entire building. Staff will show the building material <br />board at the meeting. <br />Signage <br />The applicant is proposing wall signs on all elevations of the building. The wall sign will be <br />approximately 60 square feet. All signage is required to have a permit and approval by the City <br />prior to construction and installation of the signs, to ensure compliance with the sign ordinance. <br />Parkland Dedication <br />Commercial developments are exempt from park dedication requirements. <br />Ponding and Stormwater Management <br />Because the project results in a net decrease of impervious surface from existing conditions, the <br />project is exempt from the watershed management requirements. <br />Utilities, Streets, and Access <br />City utilities are available to the site and the application is proposing connections. Specific <br />construction details will be reviewed as part of the building permit. <br />The application is proposing access to the site from 147th Street. Since the property abuts <br />Highway 61 the site plan was forwarded to MnDOT for their comments. The entrance into the <br />site is a reasonable distance away from the Highway 61 intersection. <br />6. CONCLUSION: <br />Since the sketch plan process the applicant has made revisions to the site to address the <br />comments from the Commissions and City Council.
