Orchard Hill Senior Housing Community - Site Plan <br />Page 2 <br />B. Existing Site Characteristics <br />The property is currently vacant and is generally flat. <br />3. BACKGROUND: <br />At its February 3, 2014, meeting the City Council approved a Preliminary Plat and PUD for a <br />development to be known as Lavalle Fields. The PUD included a senior housing and a multi- <br />family residential development. The site plan for the senior housing facility is proposed on a lot <br />within the plat for Lavalle Fields and is Phase 1 of the development. The PUD allowed flexibility <br />on the following items: <br />1. Flexibility to allow senior housing as a land use. <br />2. Flexibility to allow a density of over 10 units per acre, where a maximum of b units per acre <br />is allowed. <br />3. Flexibility to allow the building height of 50 feet to accommodate 3 story buildings, where <br />only 35 feet is allowed by ordinance in the underlying zoning district. <br />4. ANALYSIS: <br />A. Level of City Discretion in Decision -Making <br />The City's discretion in approving or denying a site plan is limited to whether or not the <br />proposed project complies with the Comprehensive Plan and Zoning Ordinance requirements. If <br />it meets these standards, the City must then approve the site plan. <br />B. Consistency with Ordinance Standards — Site Plan <br />The application complies with the ordinance standards as follows: <br />Building Setbacks <br />The building setbacks for the PUD are proposed as follows: <br />For portions of the building that are over 35 feet in height: <br />o 50 feet from all exterior property lines, except the areas that abut a public street <br />right- of -way. <br />• 30 feet from exterior property lines. <br />• 30 feet from all public street right -of way. <br />• 10 feet from all interior property lines. <br />The site plan meets all building setback requirements. <br />
