Orchard Hill Senior Housing Community - Site Plan <br />Page 5 <br />The applicant is not showing the location of any roof top or ground mounted mechanical <br />equipment. All roof top and ground mechanical equipment must be screened from view of <br />adjacent properties. Once the locations are determined, they shall be reviewed and approved by <br />staff to ensure proper screening is provided. Staff will perform an inspection when equipment is <br />installed to ensure compliance with City code. <br />The trash enclosure is proposed to be interior to the building on the west side. <br />Streets and Access <br />The applicant is proposing an access from Finale Ave from 1401' Street to the senior housing <br />facility. The proposed access location lines up across 146h Street. <br />As part of the Lavalle Fields Preliminary Plat and PUD, Phase 1 include the reconstruction of <br />Finale Avenue from 145a' Street to 1460' Street to provide adequate street conditions for the <br />access into the senior housing facility. The construction plans will be reviewed and approved at <br />the time of Final Plat for Lavalle Fields. This road will be designed and constructed by the <br />developer. <br />The applicant is showing a fire lane on the west and north side of the building. This area will <br />include an 8 foot bituminous trails with 6 feet of gravel on each side. The fire lane will be <br />designed to carry emergency vehicles if they need to use the area. It will need to be plowed for <br />access during the winter. <br />Trails <br />There is a trail shown on the plan that connects the development to the trail along CSAH 8. The <br />overall PUD for Lavalle Fields requires a public trail casement from CSAH 8 to connect to Lions <br />Park. This building is Phase 1 of the PUD and the trail is proposed to be connected through <br />Phase 2 to access Lions Park. The applicant shall dedicate a 10 foot trail easement to the City for <br />the areas that will be used by the public to connect the CSAH 8 trail to Lions Park. Staff will <br />continue to work with the applicant on the exact location of the trail easement. <br />Building Architecture <br />In 2005, the City Council adopted the Multi -Family Design Guidelines and applicant has done a <br />good job meeting the intent of the design guidelines. <br />The majority of the building will include cement board siding, with accents of stone along the <br />bottom. There is a good color variation in the design. There will be a stone sill along the top of <br />the stone as the material transitions to cement board siding. The windows and doors will include <br />a champagne color frame around the edges. The architecture includes a pitched roof with asphalt <br />shingles. <br />
