Page 5 <br />There is an existing four foot chain link fence on the east side of the building for a play area for <br />the children that attend the church. This fence is proposed to remain. <br />Parking <br />According to the Section 90-253 PARKING of the City Code, based on the use and the size of <br />the building the total number of parking spaces required is 98. There are 99 parking spaces, <br />which exceeds the ordinance standards. The applicant also has an agreement with Hugo <br />Elementary School for overflow parking, if needed. The vehicle circulation within the parking lot <br />works well. The applicant meets the ordinance standards. <br />Landscaping <br />Section 90-181 LANDSCAPING of the City Code provides landscaping requirements for <br />development. In order to meet the landscape requirements, 6 overstory deciduous trees, 6 <br />coniferous trees, 6 ornamental trees, and 35 shrubs are required to be installed. <br />The applicant currently has 50+ overstory deciduous trees, 6 coniferous trees, 1 ornamental trees, <br />and 19 shrubs, and several annual and perennials installed on the property. The applicant has not <br />submitted a formal landscape plan for approval. They have stated that they will be working with <br />a church subcommittee to create with the landscape pian and to use a local nursery to help with <br />the plan. Staff will continue to work with the applicant on the landscape plan that will meet the <br />ordinance requirements, prior to the issuance of a building permit for the addition. <br />The applicant is proposing the ground cover to be sod around the building and seeded in the <br />remaining areas. An irrigation system is not proposed, but the applicant will be installing more <br />rain barrels in addition to the existing barrels to water the plans. <br />Sidewalks and Trails <br />There is an existing sidewalk along the north side of 148' Street that extends to the western edge <br />of the existing entrance to the site. The Comprehensive Plan does not anticipate the need for a <br />side walk or trail to be extended further east. The applicant is not proposed to extend the <br />sidewalk. <br />There is an existing sidewalk to access the building from the parking lot. The applicant is <br />proposing to install additional concrete for the sidewalk to extend to the entrance for the building <br />addition. <br />Lighting <br />The ordinance requires lighting to consist of cut-off fixtures and for light cast on adjacent <br />property and roads not to exceed '/2 foot candle measured at the property line or 1 foot candle <br />measured at the street's centerline. <br />GJ <br />
