Planning Commission Meeting July 25, 2001- page 3 <br />etailed aspects of the sketch plan, which was only provided as a tool to present a comprehensive look at the entire <br />rea. <br />Schumann opened the public hearing. <br />Jim Peterson, Trailhead Development, said he had been involved in the Everton Avenue planning process and <br />was aware of what the residents felt was important. Peterson said that to extend the MUSA would allow them <br />to work with other developers to address what the Everton Avenue neighborhood group felt was important, and <br />it would give them the ability to make the needed investment to proceed with the plan. <br />There were no other comments and Schumann closed the public hearing. <br />Malaski had concerns about the increased transportation in the area and acknowledged she would have an <br />opportunity to review and comment on the preliminary plat. Malaski also approved of the school concept. <br />Rosenquist was in favor of the MUSA adjustment saying he felt it fit into the Everton Avenue plan and a larger <br />project area would be better to work with to prevent piece meal development in the area. <br />Peltier stated that the property would be subject to the current moratorium. <br />Kleissler commended the developers for actively participating in the Everton Avenue study, and felt the <br />development in the area would have a lot of visual impact. Kleissler noted that the transportation and park plan <br />would need to be tied together. <br />McRoberts discussed the need for green areas and corridors in the developments and looked forward to <br />reviewing the preliminary plat and discussing it at that time. <br />Rooney said he viewed the present MUSA as a reasonable line in the sand where the sewer should stop, and that <br />he felt the residents on 165th Street liked their current lifestyle; expanding the MUSA would interfere with that. <br />He also stated he had limited confidence in the development ordinances of the City and he had heard nothing <br />that makes it in the City's best interest to expand the MUSA. <br />Schumann said he felt the City had gone through the process and identified these areas as needing services and <br />that having a larger area to work with would make it easier to deal with traffic and infrastructure issues. <br />Malaski made motion, Schumann seconded, to recommend a Comprehensive Plan Amendment to include the <br />approximately 120 acres located south of 165th Street and west of Highway 61, within the Metropolitan Urban <br />Service Area (MUSA). <br />Ayes: Malaski, McRoberts, Peltier, Rosenquist, Schumann <br />Nay: Kleissler, Rooney <br />Motion carried. <br />Rooney said he felt the actions of the City are showing greater sensitivity to the needs of the developers as <br />)pposed to the residents. <br />
