Minutes for the Planning Commission March 22, 2000 - Page 3 <br />Kellison felt the property along Frenchman road was prime land, and changing the zoning code could keep <br />it from potential uses that would generate a higher tax base. <br />Kellison made motion, Schumann seconded, to recommend denial of the amendment to the Zoning Code. <br />AYES: Kellison, Schumann <br />NAY: Peltier, McRoberts <br />ABSTAIN: Puleo <br />Motion failed. <br />McRoberts made motion, Peltier seconded, to request staff explore other options that would allow Wagner <br />Greenhouses to expand their business. <br />AYE: McRoberts, Peltier, Schumann <br />NAY: Kellison <br />ABSTAIN: Puleo <br />Motion carried. <br />Conditional Use Permit (Ramberg) <br />The Planning Commission held a public hearing to consider the request of Dan & Elaine Ramberg, 5676 <br />1701h St. N., for two conditional use permits for adjoining properties at the above address. The applicant is <br />requesting to use the property for commercial outdoor recreational purposes including rodeos, a retail tack <br />shop, a commercial boarding facility, and other related activities. <br />The City Planner read the notice as published in the White Bear Press, and Puleo opened the public hearing <br />for discussion of the Conditional Use Permit request relating to commercial boarding, retail tack shop and <br />the conduct of other horse related activities. <br />Alan Olson, 5215 170th St. N., said the High School Rodeo last year was very loud and it continued late <br />into the evening. He stated he was not opposed to the events held at Rambergs', but felt there should be <br />conditions in the Conditional Use Permit addressing the hours of operation, lighting, traffic, noise, and <br />number of events held annually. <br />Ryan Miner, 6599 1701h St. N., felt many members of the community participated in the events and wanted <br />to see them continue. He agreed there was noise, but it was not very often. <br />Bob Lindell, 17115 Farnham Ave., stated he has no problems with the rodeo and related events. <br />There were no other comments, and Puleo closed the public hearing. <br />Kellison made motion, McRoberts seconded, to table consideration of the Conditional Use Permit for a <br />commercial boarding and retail tack shop to allow the City Planner and Mr. Ramberg to establish the <br />conditions of the permit. <br />All AYES. Motion carried. <br />Puleo opened the public hearing for discussion of the Conditional Use Permit request for rodeos and other <br />horse related events. <br />
