The Planning Commission requested the City Attorney provide <br />the Planning Commission members a memo on time limits for CUP's and the rights that CUP holders have <br />regarding renewals. The Planning Commission also asked the City Planner to investigate and report back <br />on requirements for handicapped restrooms for recreation events such as rodeos. <br />Conditional Use Permit (Olsen) <br />The Planning Commission held a public hearing to consider the request of John Olson, 14728 Irish Ave. N., <br />to renew his Conditional Use Permit to use 20% of the 7.75 acres he owns in the Agricultural District for <br />processing and storing firewood. The permit was originally issued in June of 1993 for a period of 24 <br />months. The Olsen's have appeared before the Planning Commission and City Council in 1995, 1997, <br />1998, and 1999 for renewal of the permit. There had been no complaints to the City regarding their <br />operation. <br />The City Planner read the public notice as published in the White Bear Press, then discussed conditions of <br />the special use permit with the Planning Commission and Mr. Ramberg. Of concern was the 24 -month <br />renewal requirement, and the fencing and screening of the exterior storage, which is required under the new <br />ordinance. <br />Puleo opened the public hearing. <br />Norman Danner, 8478 147th St. N., felt Mr. Olsen was very conscientious of his neighbors. <br />John Thomas, 15457 Jeffrey Ave. N., stated he is in the same business and felt they should not be required <br />to come back every year for renewal. <br />The Planning Commission agreed to recommend the Conditional Use Permit be effective for three years. <br />Puleo closed the public hearing. <br />Puleo made motion, McRoberts seconded, to recommend approval of the Conditional Use Permit for <br />processing and storing wood with the revised conditions stated in the City Planner's staff report. <br />All Ayes. Motion carried. <br />Chairperson Puleo called a 10 -minute recess. Buller left the meeting at 9:30 p.m. <br />Conditional Use Permit (Kieger Enterprises, Inc.) <br />The Planning Commission held a public hearing to consider the request of Ed Kieger, Kieger Enterprises, <br />Inc. for a Conditional Use Permit to continue to use their site at 5885 165th Street as an operational base for <br />an environmental clean-up business, including vehicle repair facilities, cold storage, exterior storage of <br />vehicles and equipment, and company offices. <br />The City Planner read the public notice, and discussed his staff report with the Planning Commission. <br />Puleo opened the public hearing. <br />A representative for Fred & Cathy Suess, 5725 165th St N., stated they objected to the noise and light, and <br />cited many instances when they were disturbed by it. <br />Dave Ochs, 5756 165th St. N., stated he was disturbed by the noise all hours of the night. Pam Ochs <br />objected to the constant noise. <br />
