Minutes for the Planning Commission May 26, 1999 - Page 3 <br />John Olsen was present at the meeting and stated that he burned once a year for approximately two days. <br />Puleo opened the meeting for public comment. <br />Norman Danner, 8478 142nd St., stated he has never had a problem with the Olsen's operation, and Olsen had been a good <br />neighbor, notifying the property owners in the area prior to burns. <br />There were no other comments, and Puleo closed the public hearing. <br />Schumann made motion, Malaski seconded to recommend approval of the Special Use Permit for one year in accordance with <br />existing standards and conditions. <br />All Ayes. Motion carried. <br />Request to Construct 9100 Sp. Ft. Building (Chris Mogren) <br />The Planning Commission held a public hearing to consider the request of Chris and Elisha Mogren, 7310 132nd St., N., to <br />construct a 152' X 60' (9120 sq. ft.) pole building at the above address to house landscaping equipment and farming supplies. <br />Schumann asked if the accessory building would be constructed prior to the principle residence. Chris Mogren stated he had pulled <br />permits already; however, he will not build the home if he is unable to build the pole building as requested. <br />Malaski asked why the pole barn materials had already been delivered to the site, and Mogren stated he was under the impression, <br />when they were delivered, that he did not need approval from the City since he was in the Agricultural District. <br />Hugo City Code, Chapter 320-4, Subd. C(3) allows the operation of nurseries and greenhouses under a special use permit in the <br />Agricultural Zoning District but is silent regarding the operation of a landscaping business from the site. The storage of equipment <br />and machinery and operation of a contracting business is an industrial use. Construction of a building of the size desired is a <br />permitted accessory use in the Agricultural District, and the building may be used to store farming supplies. The use of the building <br />for commercial and industrial purposes is prohibited. <br />Malaski felt the building was extremely large, and asked what Mogren would be storing in it. Mogren replied it would be used for <br />storage of his landscaping equipment, with a portion to be used for the production of bare root stock. Mogren stated his intention <br />was to build it large enough initially, so he would never have to add on. <br />Malaski, who had been out to the property, asked how the snow plow blades tied into his nursery business. Mogren said he did some <br />snow plowing and the blades would also be stored in the building. <br />Puleo opened the meeting for public comment. <br />Joel Sivula, 7194 132nd St., stated he had no problem with the oversized building; however, he opposed the truck traffic that would <br />be involved with the running of a commercial business from the site. <br />Kevin Aufderhar, 7325 132nd St., asked Mogren if he planned on irrigating the property, since he was concerned about the effect it <br />may have on the water table. Mogren stated the only watering he would be doing would be of seedlings. <br />Puleo closed the public hearing. <br />Some of the Planning Commission members felt the size of the building was not an issue, while some were concerned the large size <br />of the building would enable it to be turned into a commercial business. <br />Planning Commission members advised Mogren to work with the City Administrator on applying for a special use permit to <br />accommodate what he would like to do on the property. <br />Kellison made motion, Malaski seconded, to deny the request of the site plan due to the intended use of the building as stated in his <br />application. <br />All Ayes. Motion carried. <br />
