In discussions with various soils experts, they have <br />indicated that it is doubtful that perkable sites can be identified in <br />this area for the purposes of accommodating on site sewer systems. <br />Although this request would appear to be consistent with the City's <br />comprehensive plan, with regard to lot size in areas outside of the MUSA, <br />we would question whether soil conditions in this area make it suitable <br />for a residential development. The property in question is located within <br />Zone B of the flood plain (500 year flood frequency). The property in <br />question is located in the west 1/2 of the southeast 1/4 of the northwest <br />1/4, Section 8, T31N, R21W, Washington County, Minnesota. <br />Mr. Papenheim presented a 1990 letter from the DNR which indicated that <br />the wetland located on his property had been removed from the list of <br />protected wetlands. Mr. Papenheim stated that Mr. Dale Eklin had prepared <br />the soil borings and perc tests and these will be reviewed by Washington <br />County. Mr. Papenheim stated that he will be bringing in some fill and <br />there will be no basements. He informed the Commission that Mr. Roger <br />Nelson, Nelson Engineering, established the 100 year flood elevation of <br />916.8 ft. Rice Creek Watershed District is currently reviewing this <br />request. <br />Commissioners felt because of the poor drainage and the property <br />surrounding Clearwater Creek and a judicial ditch, further information <br />would need to be provided to make a decision regarding rezoning. The <br />Commission requested that the applicant provide the following: <br />1. Soil borings and percolation tests. <br />2. Rice Creek Watershed District recommendation or permit. <br />3. A topographic map with the location of the soil borings and proposed <br />building sites. <br />4' A current letter from the DNR reaffirming their 1990 position. <br />5. Report from Washington County regarding on site septic systems. <br />The applicant agreed to table this matter until the October 23, 1991 <br />meeting of the Planning Commission. <br />Motion made by Barnes, seconded by Thoreson to table the request of Gerald <br />Papenheim until October 23, 1991. <br />All aye, motion passed. <br />REZONING REQUEST - M. HATHAWAY <br />City Administrator Ken Huber reviewed this request with the Planning <br />Commission. He stated that on behalf of Marjorie Hathaway, 790 Lower <br />Colonial Drive, Mendota, Minnesota, Mr. Ron Deslauries has made <br />application to the City of Hugo for the rezoning of a 21 acre tract of <br />land from Agriculture to Industrial. The property is located at the <br />southeast corner of 170th St. and Highway 61 (Tax parcel 3200). The <br />Planning Commission and City Council denied an earlier request to use this <br />property for an auto dismantling yard. In August of 1990, the Hugo <br />Planning Commission recommended approval of a Special Use Permit to erect <br />a single family residence and allow outdoor storage of boats, RV's, <br />pontoons, and trailers. This request was never brought before the City <br />Council for approval as the applicants apparently could not meet the <br />special conditions of permit approval.
