Planning Commission meeting of August 22, 1990 <br />Page 2 <br />of construction equipment, and questioned the screening to be installed. <br />The City had received a phone call from Emil Maslowski stating this <br />objection to the request stating that the area already had enough <br />Junkyards. Hearing no other comments, the public hearing was closed. <br />The Planning Commission had no real objection to the proposed use of the <br />property with the exception of the storage construction equipment. There <br />was a lengthy discussion regarding the turning radius required at the ends <br />of the corridors to allow for emergency vehicles. City Engineer, Howard <br />Kuusisto, stated that he recommends a 55' turning radius. The Commission <br />also discussed the landscaping requirements, and indicated that the fence <br />to be installed along Highway 61 be relocated 5' to the east to <br />accommodate the recommended landscape screening. <br />Barnes made motion, Oswald seconded, to recommend approval of the request <br />of Ron Deslauries and Marjorie Hathaway for a Special Use Permit to <br />develop and operate a recreational vehicle storage facility on property <br />located south of 170th Street and east of Highway 61 (aka the NE 1/4 of <br />Section 8, T31N, R21W, Parcel #93008-3200). Recommended approval is <br />subject to the following special conditions: <br />1. All areas identified in the first phase of development on the site <br />plan be properly secured by installation of an 8' high wood -stockade <br />fence. <br />2. All driveway areas be of a width, and constructed of materials, <br />capable of accommodating emergency vehicles at all times, and subject <br />to review by the City engineer and the Hugo Fire Chief. <br />3. All plans for lighting of the site be submitted to the City code <br />enforcement officer with the appropriate information to determine <br />compliance with the municipal code. <br />4. A landscaping plan be submitted consisting of approximately 50 - 5 <br />gallon container evergreens along Highway 61. Screening to be <br />installed by developer. <br />5. The storage of automobiles, trucks, mobile homes, tractor trailers, <br />and construction equipment on site be strictly prohibited. <br />6. No repairs or sales be permitted on site. <br />7. Driveway permits be secured by the Minnesota Department of <br />Transportation and Washington County prior to Council review of this <br />permit. <br />G. All motorized vehicles stored on site must be properly licensed at all <br />times. <br />9. Controlled access to the site must be identified and maintained at all <br />times. <br />10. The site in question shall be properly maintained with regard to <br />dumping and visual appearance so as to not create a public nuisance. <br />11. Percolation tests for the office and homesite shall be submitted in <br />compliance with city ordinances prior to city council review of this <br />permit. <br />12. All recreational vehicles stored on site must meet the same setback <br />requirements as required for buildings in this zoning district. <br />13. All driveway areas identified on the site plan shall be plowed and <br />maintained during winter months to afford access by emergency <br />vehicles. Snow disposal to be in the rear of site with gate provided <br />in east fence. <br />
