A detailed signing plan must be submitted. <br />16' Developer shall be required to post security in an amount determined <br />by the City Council until all work is completed on site. Said work <br />shall be completed within six months of said approval or said permit <br />shall be considered null and void' <br />18. No vehicles or equipment shall be stored on site until all site <br />improvements are complete. <br />19. Hours of operation shall be established at the time of council <br />approval. <br />20. No loud speakers shall be utilized on site. <br />21. The 24' X 48' house to be installed on site shall be built as per city <br />codes and policies. <br />22. City staff shall be afforded access to the site at any reasonable time <br />to assure compliance with the conditions of this permit. <br />23. The approved site plan shall be considered a part of this permit. <br />24. The developer shall relocate the west fence abutting Highway 61, 5' to <br />the east to accommodate planting along the right-of-way. <br />24. Failure to comply with all conditions of this permit and development <br />as per the site plan shall be grounds for revocation of said permit. <br />All aye. Motion Carried. <br />SPECIAL U1— "'MMIT REQUEST <br />O <br />On behalf of Northern States Power, Mr. Mark Mickelburg has made <br />application to the City of Hugo for a special use permit to construct a <br />16" diameter gas main in the City of Hugo. The gas main in question will <br />run from 175th St. south the 120th St.. and will be located between Trunk <br />Highway 61 and the Burlington Northern Railroad tracks. The original <br />application indicates that the pipeline will be located within the <br />railroad right-of-way, however, since the submittal of their plans, NSP <br />has indicated that the main could be located in the MNDOT right-of-way. <br />Notices were sent to some 298 property owners within 300' of this project, <br />as required. This request has been referred to the City Engineer for his <br />recommendation. The applicants have indicated that the primary purpose of <br />this request is to construct a new natural gas pipeline facility to serve <br />an area which has experienced low gas distribution pressure due to <br />customer loads in the northern metropolitan area. The proposed pipeline <br />will reinforce NSP's gas distribution pressures and insure adequate <br />supplies of natural gas for the northern metropolitan area. The proposed <br />transmission line is to be designed for a maximum pressure of 720 PSIG for <br />a Class 4 area, with an initial MOP of 350 PSIG. Permits have been <br />applied for with the Rice Creek Watershed District, as well as other <br />affected governmental agencies.
