Fencing would be one primary concern for area residents if the <br />operation would continue. <br />Mrs. Schumann felt that the residents were misinformed regarding the business. <br />She stated that it would be a small operation with few auto's, no employees, <br />and that many load of debris had already been removed from the property. They <br />have lived on the property for two years and have worked to eliminate the <br />accumulation of refuse. <br />The Schumann public heairng was closed and the regular meeting called to order <br />at 8:45PM. <br />Vern Peloquin - Subdivision - Motion made by Ray Olson, Seconded by Schoeller <br />to recommend approval of the application for subdivision of 5.8 acres north <br />of Twin Pine Trailer Park by Vern Peloquin. All aye, motion carried. <br />Motion made by Atkinson, seconded by Rudisill to recommend to the City Council <br />that this subdivision be handled as a full subdivision with hardshell require- <br />ments. <br />AYE: Bob Olson, Grnager, Rudisill, Atkinson <br />NAY: Schoeller, Fashingbauer, Ray Olson Motion carried. <br />Cal Garley - Subdivision - Motion made by Rudisill, seconded by Fashingbuaer to <br />recommend approval of the plot plan, comceptual approval only. All aye, motion <br />carried. Hardshell would be required for final approval. <br />David Schumann - Special Use Permit - It was the general concensus of the commission <br />that this use would not be conducive to the area. That it is generally unsightly <br />and potentially hazardous to the neighborhood. Rudisill quoted Minn. Statute <br />161.242, Junkyard Act. Mrs. Fashingbauer felt because of its existence for a <br />number of years some special consideration should be given and that a non- <br />transferrable permit might be issued. <br />Motion made by Rudisill, seconded by Atkinson to recommend denial of the Special <br />Use Permit application by David Schumann to continue an auto dismantling op- <br />eration at 7630 137th St., Hugo., because the proposed facility is capable of causing <br />detrimental effects on the physical and economical well being of the neighboring <br />properties. <br />Motion made by Schoeller, seconded by Ray Olson to amend the previous motion <br />to say it is inconsistent with the area. <br />AYE: Bob Olson, Schoeller, Granger, Rudisill, Ray Olson, Atkisnon <br />NAY: Fashingbauer <br />Vote on original motion with amendment to deny Schumann special use permit; <br />AYE: Bob Olson, Schoeller, Granger, Rudisill, Ray Olson, Atkinson <br />NAY: Fashingbauer <br />Rudisill's comments on decision found at end of minutes. <br />Motion carried. <br />Lloyd Chalupsky - SUP - Mr. Chalupsky would like to fill Lot 3, Block 1, Royal - <br />haven Estates with material from Lot 9, Block 2.
