Planning Commission Minutes <br />May 28, 1986 page 3 <br />Weber - cont. <br />recommend approval of the Rezoning of 16 acre from Ag. to RR2 and subdivision <br />into a six and ten acre parcels. All aye, motion carried. <br />Atkinson made motion,&Seeoopdtdca eRudisury to recommend approval of subdivision <br />by legal description/only as opposed to a Ull plat. All aye, motion carried. <br />J. Clemas - E & J Auto - Ernie Voigt is requesting a special use permit to <br />perform light body and mechanical work in the building currently known as Mid <br />American Metals. E & J indicated they work on approximately 10-12 cars per <br />month. All work would be done inside the 6,000 sq. ft. building. Their work <br />schedule is 8-5 Monday through Friday. <br />Motion �mde by Rudisill, seconded by Olson to recommend approval of the Special <br />Use Permit for E & J Auto to perform light mechanical and body work at 15657 <br />Forest Blvd. with the following conditions; <br />1. No more than 8 vehicles be stored in fenced area. <br />2. No signs indicating retail sales or for sale signs allowed. <br />All aye, motion carried. <br />Richard Schuh - annual review of Mining permit - Mr. Schuh stated that the Duraine <br />pit has been closed and restored as required. He is applying for a permit to operate <br />the Goiffon and Hansen pits. Residents attended to voice their concerns about past <br />violations which include speeding trucks, burning brush without a permit, hauling <br />in material, toxic spills, extended hours of operation. Residents included, Kris <br />Renu from, Tom & Cookie Haas, R. Malaski, Sonja Irlbeck, Gene Schultz Herb Forthuber, <br />D. Wilske, Jim Ramacier. The general feeling of the Commission/mat there should <br />be some steps taken to insure compliance of all regulations. <br />Motion made by Atkinson, seconded by Rudisill to recommend approval of the Mining <br />permit for Richard Schuh to operate the Hansen and Goiffon pits with separate per- <br />mits being issued for each pit with the following added conditions (also including <br />conditions from previous years permit): <br />1. Operator shall be required to repave Irish Ave. from access point to 8A prior <br />to the end of this construction season. <br />2. Goiffon permit shall be amended to include permission to haul in used bituminous <br />material for recycling. <br />AYE: Olson, Rudisill, Atkinson. NAY: Fashingbauer. Motion carried. <br />Olson made motion, seconded by Atkinson to recommend that Mr. Kuusisto make more <br />frequent visits to the site to check the condition of the pit and necessary re- <br />quirements are being adhered to. Also that the sheriff's department be asked <br />to weigh the trucks and check speeds with radar equipment. All aye, motion carried. <br />Mr. Erickson from Anderson Bros. Construction is requesting a variance from the <br />normal 7:OOAM - 7:OOPM operating limits because of restricted working hours dic- <br />tated by the state. Work to be done is on 35W west of Hugo. Mr. Erickson informed <br />residents that the generator used is enclosed in a trailer and they are invited to <br />inspect to operation to reassure themselves that no contamination of the ground <br />occurs. He also stated that they would be willing to repave Irish Ave. His com- <br />pany video tapes all haul roads to insure restoration. Approximately 20-23 truck <br />loads of material would be hauled from the site. Erickson stated that fuel oil <br />is used for coating the boxes of haul trucks and a minimal amount for final cleaning <br />of equipment with all refuse oil being run into a pond which is lined with a vinyl <br />material. <br />Rudisill made motion, seconded by Fashingbauer to recommend approval of the hot mix <br />
