Low density of lots. <br />2. Anticipated cost to the city for snow removal. <br />3. Anticipated problems with traffic through existing lots due to shortest path <br />school, downtown area, and playground. <br />4. No pedestrial pathway provided in the subdivision, as the street will be used <br />for water runoff. <br />VOTING FOR: Peloquin, Greger, Hanson, Fashingbauer, Knuteson, Peltier <br />VOTING AGAINST: Lorch <br />MOTION CARRIED <br />EDWARD RILER - SITE PLAN APPROVAL <br />Mr. Ridley, 6875 170th Street North, would like to construct a 32 x 48 pole barn <br />for his personal use. He owns 10 acres in the Agricultural district. <br />Motion made by Hanson, seconded by Peloquin, to recommend approval of the Site Plan <br />for Edward Ridler, to construct a 32 x 48 pole barn for personal storage only. <br />All aye. Motion Carried. <br />JEFFREY BARBOUR - LAND DIVISION <br />WALLY OTTO - SPECIAL USE PERMIT <br />Jeff Barbour stated that when the original Special Use Permit was applied for, he and <br />Mr. Fred Benson were partners. The original permit included a total of 217 acres. <br />As a result of the split in partnership, Mr. Benson assumed control of the north i <br />of the property and Barbour the south J. It was agreed that Mr. Benson would benefit <br />from the sale of the proposed lots lying along County Road 8A. The kennel now has <br />a total of 134.5 acres, which includes the 15 acres to be sold to Wally Otto. If <br />Land Division approved, the kennel would consist of approximately 120 acres. If <br />Mr. Otto ever intended to sell the 15 acres in the future, Jeff Barbour has been <br />assured that he will have first option to purchase. Barbour stated that he would <br />be able to meet the requirements of the Special Use Permit with the 120 acres, <br />specifically, Item 6 (no shooting or training within 200' of the outside boundaries <br />of the property). Peloquin stated that he would be in favor of the sale of the <br />15 acres to Wally Otto, and that an Amended Special Use Permit should be applied <br />for indicating the perimeters of the actual kennel excepting the 10 acres for the <br />residence. The Planning Commission reviewed each condition of the Special Use <br />Permit, and felt that all should remain as stated. Regarding requirement for tree <br />shelter, Barbour stated that he has 2500 trees on order. Barbour was instructed <br />to submit a detailed Site Plan showing actual perimeters of kennel operation, in- <br />cluding the driveway easement and an outline of the 10 acre parcel for the house. <br />Barbour also stated that Mr. Benson's attorney was aware that Land Division <br />approval would be required from the city before any deeds could be recorded at <br />Washington County. <br />
