(cont) <br />Motion made by Hanson, seconded by Peltier, to recommenS9gPYR51 Minor Subdivision <br />for Vern Peloquin, as per Certificate of Survey dated June 30, 1981. Property <br />located in the proposed Peloquin Industrial Park will be known as Lots 11 and 12, <br />Block 4, after final plat approval. <br />VOTING FOR: Hanson, Greger, Larch, Foshingbouer, Knuteson, Peltier <br />ABSTAINED: Peloquin <br />Motion Carried. <br />HUBBARD BROADCASTING - SPECIAL USE PERMIT <br />The engineers and attorney for Hubbard Broadcasting were present to discuss the <br />application. Mr. John McDonough, attorney, stated that the Hugo site was chosen <br />because they required a clear, quiet area. The tower will be 100' above ground <br />level and will be self-supporting with concrete bases, and necessary diagonals <br />that are needed. The tower is approved by the FOC and FAA. A 14 x 30 insulated <br />building will also be constructed, and the entire area will be surrounded by an <br />8' fence topped with barbwire. One mon will be checking on the area and equipment <br />for a total of 2 hours a week. They did not feel the necessity for a parking <br />area, but would install one if the city determined one would be necessary. Mr. <br />McDonough stated that KSTP would be willing to install any fire or police signals <br />on the tower. A hold harmless agreement will also be supplied. <br />Peloquin stated that the public hearing'requirment could be waived, because of the <br />time element, if approval was submitted from the adjoining land owners. All owners <br />stated no objection with the exception of a comment from Joe Marier. Peloquin <br />stated that he objected to Mr. Morier's letter that referenced"The proposed tower <br />100" would create no problem for the 20 acres adjacent to the east if the pro- <br />perty would be developed toward Industrial and the necessary easements would be <br />connected to the Peloquin property." Peloquin felt that this matter should have been <br />addressed at the time of the public hearing for the plat for the industrial park, <br />and should have no bearing on the application for a Special Use Permit. <br />Motion mode by Lorch, seconded by Peltier, that the Planning Commission dispense <br />with the need for a public hearing in view of the letters received from the <br />adjacent property owners, and we will considertonight the application for o <br />Special Use Permit for an earth satellite station. <br />VOTING FOR: Hanson, Greger, Lorch, Foshingbouer, Knuteson, Peltier <br />ABSTAINED: Peloquin <br />Motion Carried. <br />The Planning Commission discussed the necessity for a parking lot considering the <br />small amount of time that anyone would be there. There was discussion about <br />the placement of a light on top of the tower, although Mr. Merrill, engineering, <br />stated that the FAA did not require one. KSTP was receptiveto comply with the <br />requirements the city felt necessary.
