Hugo Planning Commission <br />December 14, 1977 <br />Page 2 of 5 <br />SM2JAY HOUSE, MOVCRS — SPECIAL USE PERMIT <br />Mr. Donald Sempel would like permission to store houses and garages on 20 acres <br />zoned Industrial. He presented a site plan to the commission. Garages will be <br />stored along the railroad tracks on Highway 61 (maximum of 10)9 and the houses will <br />be stored along 165th Street (maximum of 5). He will also be const:. -acting a shop <br />80 x 40. The plan indicated a trailer house for a watchman. Koehler stated that <br />if Lombardy poplars were to be used for screening, would like to see evergreens at <br />a later time. Some members had a problem with the trailer house for watchman <br />quarters. Rosenquist fel.- that maybe the ordinance should be looked at to allow <br />for this in the Industrial zone to help police the area. Koehler stated that the <br />county has already revised their ordinance for allowing a one bedroom residence. <br />Peloquin inquired if the Semnel's would be interested in applying for. a Planned <br />Unit Development. The Sempei's were provided information regarding PUD, and the <br />chair ruled to table the discussion until they review the material. Mr. Sempel <br />decided to stay with the request for a Special Use Permit along with a residence. <br />Greger made motion, seconded by Rosenquist, that the Planning Commission recommend <br />denial of the application for a Special Use Permit made by Safeway House Plovers <br />reason being it violates the zoning ordinance for having living quarters in the <br />Industrial zone. <br />VOTIN^ FOR: Greger, Rosenquist <br />VOTING AGAINST: Peloquin, Peltier, McAllister, and Ehret <br />Motion failed. <br />Peloquin made motion, seconded by Peltier, to recommend approval providing: <br />1. That Mr. Sempel make watchman quarters in the shop. <br />2. Mr. Sempel plant Lombardy trees within six months. <br />3. Mr. Sempel contact SCS in Stillwater for evergreens to be used for screening <br />in the future. <br />McAllister made motion, seconded by Peloquin, to amend the above motion: <br />1. That Mr. Sempel provide the city with a $19000.00 irrevocable letter of credit <br />to be returned upon comp/etion of the planting of the required screening. <br />2. The planting to be completed by June 30, 197.8. <br />3. The trees be planted 8 feet on center, two rows. Type of evergreens to be <br />recommended by the SCS. <br />4. The trees will go along entire property west of railroad tracks and will run <br />entire property line on 165th Street. <br />5. Apartment in shop not be more than 700 sq. ft., one bedroom apartment. <br />6. Any trees that don't survive must be replanted within one year. <br />7.
